AU the moves to devolve man­ agerial responsibility for running... schools to head teachers have meant not only different and greater work­ loads for them, but for their staff as well. The administrative support which used to be supplied by staff at county halls throughout the country has been choked off by decisions made by successive Conservative governments which may have had difficulty in agreeing about a lot of things, but were united in believing that local government was axiomati- cally a bad thing. For year after year teachers’ work


has been criticised and exposed to ever-increasing invigilation. Schools are now stalked by the prospect of an OFSTED report and compelled to malm the most of it when, in the Rib­ ble VaUey, the report is almost always entirely positive. Marketing and financial management skills, in an increasing straitened financial situa­ tion, have been added to the tradi­ tional personnel and teaching skills which head teachers have always been expected to practise and which combine to form that mystery, lead­


ership. Now that the country has taken a firm stand against the Conservative position of knowing the price of everything and the value of nothing, perhaps teachers, along with other public servants, can look for an


improvement in their position. Maybe the Government’s plans to


reduce class sizes wiU mean that the WhaUey parents’ efforts will not be . needed. Perhaps Lancashire County CouncU, fueUed with new confidence in its strengthened role under an administration that claims to believe in the importance of local govern­ ment, wUl find a way out of the pre­


sent difficulty. HopefuUy, the Labour Party s state­


ment during the election that its pri­ ority would be “education, education and education” wiU be realised in a way that convinces teachers ana which genuinely helps to rebuild their morale and re-establish their proper place in the community. The men and women we entrust with the care of our children and grandchildren should have our respect and support. The 100 Whalley parents prepared to consider paying for a teacher are showing just how important they


believe he or she is.


Let us hope their financial sacrifice is not necessary because in the next couple of years, if not in the next cou­ ple of months, those places at Whal­ ley CE Primary School will be need­ ed again. Meanwhile, everything pos­ sible to maintain and build on morale at the school should be done and the parents’ action, whether it turns out to be necessary or not, is a pretty
