further recruitment meetings or moving funds, prior to a hearing to consider an application for a wind- ing-up petition by the Department of Trade and Industry. Lancashire's Trading Standards

Department has received over 200 inquiries and complaints about the scheme and h as c o n s is te n t ly expressed grave misgivings about the legality and ethics of the oper ation. A spokesman for th e Trad in g

S tan d a rd s Office said F r id ay ’s High C ourt judgement had, in effect, declared the operation of the scheme illegal and urged par t ic ip a n ts n o t to seek fu r th e r recruits until the winding up hear-

They were encouraged to recruit o th e rs in order to recoup th e ir money, with £450 cash for each of the first two people recruited and £1,225 for the third. Those recruit ing eight people, who then went on to recruit a further two each, could

have made more than £24,000 and a t le a s t one local businessman claims to have made more than £40,000. Lancashire County Council leader M rs Louise E l lm an said th e scheme was “a pyramid selling scam which was bound to fail eventually. Our trading standards d ep ar tm en t has been following Titan’s activities very closely and has advised the DTI about their operation in Lancashire. “The department’s county-wide

vigilance has once again paid off and th is could save Lancashire people thousands of pounds,” she added.

P o l i c e m e n i n g u n d r a m a g e t a w a r d s Disarmed robber in violent struggle

A POLICEMAN from Clitheroe and his colleague from Burnley put the safety of the public to the fore when confronting a man brandishing a sawn-off

shotgun. The prompt and selfless actions

of PC Andrew Moore an d PC Neil Munro resulted in the arrest of a m a n ro b b in g a B u rn le y building society and, 12 months later, a to p award fo r courage and a commendation from the Chief Constable. The drama began just after 3 p.m.

on May 30 th last year when a man entered the Skipton Building Soci

ety office, in Manchester Road, Burnley, and waved a shotgun while demanding money. A customer calmly left the build

ing and used a mobile telephone to call the police. Constables Moore and Munro,

who were on foot patrol nearby, dashed to the premises and dis armed the robber a fter a violent struggle. 1 ■ The man, who was later found to

have previous convictions for theft and violence— including firearms offences — had been carrying a pump-action, sawn-off, 12-bore shotgun and five cartridges. In addition, almost £6,000 of stolen money was recovered. The man appeared a t Burnley

Crown Court last September. He pleaded g u i l ty to robbery and firearms offences and was sen tenced to six years’ imprisonment. Making th e presentation Supt.

Mike Griffin, head of Burnley Police, said the officers had acted

with admiral expediency and brav

ery. "Their actions not only nullified

th e immediate danger th e man caused to the public a t large, but they also recovered a potentially deadly weapon and ammunition,” he said. PC Moore (24) joined the police

three years ago a t Burnley, after studying politics and internation al relations a t Reading University. The son of Mr Peter and Mrs Joan Moore, he was born in Clitheroe and attended the grammar school. A p a s t s ta f f s erg ean t w ith the Clitheroe Army Cadets, he is a recipient of the Duke of Edin burgh Gold Award, currently cap tains the Lancashire Constabulary

hockey team and plays hockey for Rossendale. Burnley-bom PC Munro (35) has

been in the force for just two-and- a-half years, all a t Burnley. He previously worked in the town for Marks and Spencer. Married with two children, he enjoys playing football and running. The Smith Cup, awarded to the

two PCs, was donated by. Mr W. H. Sm i th , Chief Constable of B urnley from 1905 to 1924, in memory of his son. Alfred Victor Smith was posthumously awarded the Victoria Cross while serving as a lieutenant with the Eas t Lan cashire Regiment during the First World War when he flung himself on a grenade dropped into a trench a t Gallipoli, thereby saving his comrades.
