SPECULATION was mounting this week that a number o f Ribble Valley Council chief officers could be in line for marked pay rises, with some claims that the increases might reach five figures. The rumours stem from


a letter sent by chief exec­ utive Mr Ossie Hopkins to all staff and council mem­ bers about the restructur­ ing of the local authority.


Attached was a copy of a consultation document


for staff concerning the inte rnal management aspect o f the reorgan­ isation — the customer-fo­ cused strand o f the changes currently under


debate, which also include the proposed area boards and a streamlined commit­ tee system.


The new structure is


expected to have four directorates headed by four directors: Mr Jon Dunn (cur rently chief technical officer) responsi­ ble for technical services, Mr John Heap (chief com­


mercial services officer) commercial services, Mr David Morris (director of


environmental services) community services and Mr Paul Timson (chief legal o ffi c er) cent ral services. Mr Marshall Scott is to


become chief financial officer and, although not a permanent member of the


management team, he will, states the report, naturally be consulted


frequently. Chief legal officer Mr


Paul Timson commented: “ This is a consultation document. The structure has not been approved. The proposal is that the four directors all would have equal responsibility." Mr Timson noted that

individual is going to get a five-figure pay rise. I don’t think there is such a dis­ parity,” he said.

that, before the departure of Mr Philip Bailey and Mr John Hunt, there were seven chief officers. Now there would be just five.

kins also said it must be made clear that it was a “customer-led process, not


a cost-cutting one," say­ ing: “We aim to avoid los­

A L IVE- IN carer who travels the country was looking forward to her latest assignment in Clitheroe. All local folk who know


her agree that Ann, from Doncaster, does a won­ derful job looking after disabled people in their own homes. In turn, she thought Clitheroe was a lovely place, full of honest, caring citizens.

with a national network of clients, she settled in at the home o f a disabled lady in her 70s. But, while out on a shopping trip to a local s to re , she was reduced to tears.
