controversy this week. Councillors ant ioipat ing
a full ami IVank debate on the restructuring of the authority left the chamber shellshocked on Tuesday night. A last minute adjourn
ment of the item and the meeting, to allow further consultation with staff and parish councils, effectively stifled debate — a tactical move which neither the l.iberal Democrats, the sole 1,abour representa tive or the public gallery, packed with anxious mem bers of the council's work force, expected. Tuesday's meeting fol
lowed a highly charged gathering of around SO extremely concerned staff and councillors on Monday night. As ward represen tatives arrived for Tues day's meeting, they were confronted with a plea that they should not let party politics in te r fe re with
what could prove to be one of the most fundamental decisions they could make, affecting the delivery of council services to the lvibble Valley community. With recent announce
ments that two e h i e f officers are taking early retirement and a question mark hanging over the position of another senior employee, morale within the Church Walk offices is, according to one employee after the meeting, at an all-time low. Councillors on Tuesday
were to have voted on the setting up of area boards — a move described as g iv in g local people a greater say in the running of local government; the revising of the committee st met lire, cutting 10 com mittees to three; and the developing of a more cus tomer-focused organisa-
lion, as well as supporting the consultation process with parish amt town councils on the division of the Kibble Valiev into area boards and witli staff on the setting up of flexible customer-tocused teams. Council leader Conn.

were denied a second bite, which would have arisen had they had the chance to debate the minutes of the December Parish Council Liaison Committee, in which representat ives expressed their concern at the "apparent haste” at which the item was being dealt with. Afterwards, one ol the
many staff present said the manoeuvre was one which his colleagues would never have expected. No advance notice had been given and. he pointed out. no members ol the council were likely to have taken ! their copies of standing i orders to the meeting, i explaining what they could ! and could not do. How ever, he said, staff would use the period of consulta tion to good effect. It is anticipated that the
