Jones ami Bert Jones told a full council meeting that the time had come to put the cards on the table in terms of thinking about alternatives to a Ribble Valley unitary authority. “We don’t particularly
want any part of Lanca shire to return to York shire, but as a second alternative to the Ribble Valley Council, we should give very serious consider- ation to the Craven option," said Coun. Dyson Coun. Howel Jones com
mented: “We seem to be perhaps a little afraid of tackling our second or third option. The time has come for us to come to a conclusion about options and approach any districts which may be affected.” Coun. Bert Jones added
that the Local Govern ment Commission might not look favourably on a council that was not
exploring other options.
He also noted that mem bers of the public should be made aware of the dif ferent possibilities during the Local Government Review meetings. Coun. Joyce Lilburn
(Bolton-by-Bowland) and Coun. Charles Warkman (Mellor) noted that many Ribble Valley people feared being linked with a large urban area. Coun. Lilburn said most
people she had spoken to were against returning to Yorkshire, but considered such a move preferable to a merger with Blackburn, for example. Coun. P e te r Evans
(Wilpshire) disagreed that the time was ripe to dis cuss o th e r op t ion s ,
explaining that the council still needed to listen to the
views of residents at the Local Government Review meetings, before pursuing alternatives. He also suggested there
had been a slight shift in the attitude of Lancashire County Council towards the review, noting that members were on the verge of moving beyond the question of just retain ing the status quo to dis cussing g iv in g more powers to the districts. He added that the Cra
ven option would depend on the Secretary of State approving a boundary
change. Coun. Bill Fleming (Btl-
lington), who noted that councillors were prepared
to give talks to community groups about the review, commented: “We do have fairly soon to make a deci sion on what the council’s second preference ought to be. I know that people are chomping at the bit about this. But at the end of the day we have got really to listen to the people.”
Konrad wins premier award
CLITHEROE canoe ace Konrad Risping has car ried off the North-West Championship Venture
Scout Racing Trophy. A member of Clitheroe
Venture Scouts, Konrad received the award at the presentation of trophies following the region’s last Scout and Guide Canoe race of the season, on Windermere. Although he did not
compete at Windermere, he had already qualified for the title at earlier
events. Meanwhile, other local
youngsters gave it good "account of themselves in the various nice classes. Tracey Woodward of St Raul’s Guides, Low Moor,
won the Junior Guides' nice and Michael Wilmot,
of St Mary’s Scouts Clitli- croc, was first in the be ginners* under-12s* event. Paul Dugdale, of St
Mary’s, was well placed in the junior Scout slalom. More than 150 Scouts
and Guides from around the North West competed over a distance of 10 kilometres.
