CONCERN that the forthcoming community charge will make no demands on businesses for financing street cleaning in Clitheroe has been expressed by town centre trader Coun. John Cowgill.
Mr John Hunt said that while this was true, the increase would be offset from funds available from a “ pool,” which would receive cash from the Government, the county council and the borough council. He agreed that the cost
