The amount of trade waste generated by a business was crudely assessed and a charge was levied based on that assessment. That system led to many busi nesses paying too much,

AS one of the first to sign the petition to retain the Adult Education Centre in Whalley, may I now take the opportunity to thank County Coun. Mrs Gill Lea and Sue Baron for their brave attempts. All reports I have heard from County Hall suggest
that Coun. Lea earned much respect for her stance. However, it is known that many of the leading Socia lists had pre-decided that if there were to be cuts in, or alteration to, the Education Committee budget, then they would be imposed most harshly in Conser vative areas, adult education being one of the easier targets, no matter how ridiculous be the end result. Sadly then, it was always going to be an uphill
struggle and our Conservative members of the County Council can but be praised for a valiant attempt.
