(b) I f any sum owing by the Agency (or the Advertiser if it is a direct account) to the Publisher has not been despatched to the Pub­ lisher on or before the due date for payment the sum so owing shall immediately and with­ out notice be increased by a surcharge equal to 3% of the gross rate charged by the Publisher before deduction of any Agency commission:


(c) I f any sum owing by the Agency (or the Advertiser if it is a direct account) to the Publisher (including the amount of any sur­ charge payable in accordance with paragraph (b) above) has not been despatched to the Publisher before the expiration of one month after the due date for payment the sum so owing shall immediately and without notice be increased by an additional surcharge equal to 2% of the gross rate charged by the Publisher before deduction of any Agency commission:


(d) The existence of a query on any individual item in an account will not affect the due date of payment of the balance of such account:


(e) In these conditions the word despatched shall mean despatched by post or by such other means as shall provide that payment shall have been received by the publisher not later than three working days from the date appropriate thereto.
