WRITING as one in sympathy with the views expressed by Walter Briggs regarding the.’ usurping of County decisions by the parish council, I believe the solution to Whalley’s prob
lems.can be .'found in Depart ment of the Environment cireular-45/75, paragraph 8. This reads: “It is important
that people should be able and know they are able to exert some influence on local deci sions affecting their own lives; conversely, a local authority must respond as much as possible to the views and needs of those who live within its area. "Perhaps even more impor
tantly, the public is entitled to know the reasons for the policy decisions of its elected representatives. This two- way process of communication should lead to more informed decision-making and readier acceptance by the public of unpalatable decisions. In short, there must be ready access to full information about a local authority's activities." PAT HARPER The Square, Whalley.
Menace of ice-cream
van chimes DO we really have to bo blasted out of our homes by the volume of ice-cream bell chimes? 1 have been in villages two
or three miles from Clitheroe and been able to hear distinctly the chimes of vans in Clitlieroe. In my younger days, the ice-cream man used a small handbell. It was a pleasant sound and we never missed hearing it. I pity anyone who is on shift
work and has to sleep during the day. I do not begrudge the children their iee-eream or the firms their business, but a big reduction in decibels would be to everyone’s advantage. What does the law say—is

Posters are a hazard
BILL-POSTING'at junctions and other dangerous, places on
the.Clitheroe bypass may lead to an increase in the 15 deaths already-recorded there, Coun. Robert Ainsworth: i told •. the Town Council. : • ■
‘ It was agreed-:to write to- the County Highways depart ment complaining about illegal: bill-posting.. The council is also to comp

the.Castle. Street' motor showrooms to Thwaites brewery, owners, .of. the premises. But members :have agreed,to place a notice board in a central place in the town for the use of local organisa tion.

v This would be a wonder ful opportunity for the people' of. Clitheroe to obtain a build ing in, a-central. position, that, could be made into a" commun-' ity centre — somewhere for the young to meet and a place "where we. can all" pursue-our cultural and leisure activities.
• We must- be, the only, town in East Lancashire without such a centre,, and-it is high time we had one. • We have often lost valuable

YOUNG r MAY I ' congratulate Mr Musson on his informative reply to my letter?- I am well aware that these
PROTECT FUTURE OF THE
mills are occupied,'but this is because . industry has been encouraged to inves t in Clitheroe, not discouraged by objecLors and letters such as Mr Musson's. I also suggest that he compares the number of people employed in those mills in the past with those of: today. It is only natural that there is a shortage of local labour, with an estimated housing waiting list of 1,000. Mr M u s so n ta lk s of
priorities. I have no priorities all I want in Clitheroe and the Kibble Valley is a future for young people and security for the elderly. This is only possible by
encouraging industries that o f f e r ’ o p p o r tu n i t ie s in engineering, technical, elec tronic and other modern industries. I would like Mr Musson to explain the appa rent discrepancy over valu- able agricultural land. It seems to be all right to use it for residential purposes and schools. BuL the viewpoint is different when the land is to be used for industrial develop ment. Hurst Green school is at
present fighting for survival because of economics or is it because there are no oppor tunities for youngsters in the
rural areas? JOHN T. WILKINSON; Edisford Hull Cottage, Edisford Bridge, Clithcroc.

WHEN South African nurs ing sister Rosemary Hatlane • came to Whalley Abbey as- speeial"visitor to a MU cente nary celebration, her message to all guests was “khotso pula nala.” - .
Translated, that means ■ !
“peace, rain and happiness” and in the context of the. current heatwave the greet- ' ing was especially approp riate. - Mrs Hatlane (44) was visit

Bloemfontein, .capital of the Orange Free State, there are hardly, any trees and-, mostk days are dry and dusty." ; Mrs Hatlane, a widow, has three daughters, Delores (20),
Andrea (17) and Cynthia (16). Like their mother, they all speak English very well and
other languages............. In addition to English,'Mrs
Hatlane herself speaks North and South Sotho, .Venda, Tsonga and some Afrikaans, all of which she uses in her nursing work . at. Bloemfon tein’s Pelenomi Hospital. ’ At the celebratory party at

WITH water levels in the Ribble Valley ,. and elsewhere still sinking fast, a warning has been issued about the dangers of bathing in stagnant.
.rivers and lodges. Dr Peter Grime, Blackburn
' health district community medicine specialist, explained . this week that warm water in slow-running rivers was a
.perfect breeding ground for bacteria.^. “I would advise all would-be bathers to use swim ming pools rather than open water," he said.
Although the Ribble Valley
Councilvwill not be putting up notices on River Banks warn
ing of this danger, Chief Environmental Health Officer Mr Peter Gladwin said it was common sense not to bathe in places where the water was low and people tended to congregate,'-such as Edisford.
The North-West Water
Authority says, however, that there is no cause for concern about water supplies in the Ribble Valley, with five months’ supply . lying in reserve for the North-West.
A few reservoirs, however,
would be vulnerable if there was no rain soon. A daily check was being kept, and the authority would not hesitate to bring in measures such as hosepipe bans if necessary.
The drought is already
taking its toll on locAl market gardeners. Lettuces have been rotting in the ground for lack of water, and root veget ables will grow much smaller this year unless there is rain soon.
Said Mr George Barker, of
Primrose :: Nurseries, Clilheroe: “Artificial watering isno substitute for steady rain and there may be some shor tages later this year unless rain comes.” :
Tlie, price of tomatoes drop

Tlie Fairsnape Acess Area in the Forest of Bowland has been closed because of the present high fire risk.
