A DEFERRED payment mortgage scheme may soon be made available to first-time house buyers by the Ribble Valley Council. The schem

e, a Government-

sponsored plan that is likely to he adopted by many local

authorities, is designed to help first-time purchasers by deferring part of each repay ment during the first five years of the mortgage. The Ribble Valley Council’s

Housing Committee, which is very much in favour of home ownership, has recommended to the Policy and Resources

Committee that the plan be adopted.

• Explained Chief Executive Officer Mr Michael Jackson: ’Assuming that the standard mortgage rate is Wk per cent, the mortgagee would pay for the first five years as if it were 10 per cent. The balance would then be picked °P over the remaining repayments.

Billington, was one of 26 young people from all over the

country to go to London. During his three-day stay at

Devonshire Street House, the

national HQ of the National Association of Youth Clubs, Donny went on a sight-seeing tour of the city, and visited a hostel for the down-and-outs in the Eas t End of London. Donny, 18, is an apprentice

engineer at Clayton Goodfel- low , B lackburn, and he spends much of his time doing

charity work. He was the only representa

tive from this part of Lanca shire to go on the trip and his, name was put forward by members of Whalley Youth

Club.

Fewer b ea s ts on offer

A T Monday’s fatstock sale at Clitheroe there was a very good trade in steers and heifers although compared to recent weeks there were fewer beasts on offer.

A large number of fat cows brought lower rates than the previous week, but trading in spring lambs was good. Although hogs and sheep were variable, ewes met a firm

demand. Forward were: 122 fat cattle, two

pigs, 126 ewes, 114 hogs and sheep. Lightweight steers made to £24.90

(£22.08); lightweight ‘ heifers to £25.50 (£25.20): calf bulls to £25.00

I look at swimming fees

TH E whole of the Ribble Valley Council is being asked to decide about a reduction in fees which the Recreation and Leisure Committee proposes to grant to the Ribble Valley Sub-aqua Club for the use of the Ribblesdale Pool. 1 A decision will also be asked

for concerning the proposal to charge the Clitheroe Amateur Swimming Club v the same hourly fee instead of Gp for

each person, as now. Last week the committee

listened to the plea of the Sub-aqua Club for a reduction of the recommended fee of £5 and agreed on £3. It was also decided to charge the swim

ming club £3. This was challenged by

C onn . R o b e r t Ainsworth (Clitheroe) when the Finance and General Purposes Com mittee met this week. M r G o r d o n - O n s lo w ,

Borough Treasurer, said it was estimated there would bo a loss of £300 to the council for the next year. He also revea led that the running costs of the pool were £16.50 an hour; everyone using the pool was

subsidised. Coun. Ainsworth thought it

was wrong to reduce the fee. It should stay at £5, he said

and successfully moved that the final decision be left to full

council' Commented Coun. Tom

Robinson (Clitheroe), Finance chairman, “This is the second time in a year that the Recreation and Leisure Com mittee has wanted to make a reduction. Fees are fixed and then brought down. First it was the footballers who com plained, and now we have this

new complaint.”

Need for economy

A T the suggestion of Coun. A lb e r t A s t le y (Bolton-by- Bowland) the Ribble Valley Council's Finance and General Purposes Committee is to remind the other committees about the need for economy. Coun. Astley said the fact

that a committee had- been allocated a sum of money for the year did n o t , necessarily mean that it had to be spent. C o u n . T om R o b in s o n

(Clitheroc), Finance chair man, agreed and warned that everyone would have to keep within the estimates for abso lute emergencies.

took a well-earned point from their visit to Feniscowles. Both sides fielded; several reserves, Feniscowles having an important midweek semi final and Waddington con serving their playing strength for their heavy end of season

fixture list. The first' half belonged

entirely to the village side, goalkeeper Whittaker never being seriously troubled by the home forwards. Five minutes before the interval, Waddington lost Mick Yates with an injury that is likely to keep him out of football for the rest of the season. F iv e minutes after the

restart, Paul Hurst gave the visitors the lead after good work by Graham Walker. Feniscowles piled on the

pressure but the Waddington defence, splendidly marshal led by Frank Richards, held firm. Two minutes from time, Feniscowles made it 1-1 from a corner but Waddington very nearly scored a dramatic last- minute winner through Hurst. Despite the loss of Yates , Waddington can take heart from the superb display given by Frank Richards

was very even with Whalley just having the edge. But Trinity took command after the restart. Humphries’ goal, in the G5th minute, was a good shot into the far corner of the net. The church side was unlucky not to score again. The three Devines, brothers

Pat and Mick, and cousin John all made excellent contribu tions to the game. Trinity have improved a great deal since the start of the season, thanks to the determination of the players and manager Mel- vyn Edmondson. Outstanding for Whalley were Hilton and
