BENEFITS (CONDENSED): By adding 4-20mA current loop transmitters in the distribution panel/room, it eliminates the need for diff erent meters in the I&C or spares inventory. IOW: One meter for all signals since the transmitters will convert any and all signals to 4-20mA. Whether at the source of the signal (<3.5Km) or on the distribution panel. That same current loop is routed to the SCADA/DCS room for APC via PLC and PC for fully automatic process control or simple DAS since the PNP (& NTM) transmitter or the PNP meters off er isolated (ON/OFF) control outputs and PID. The externally mounted (on the front fi lter) “Sticky” scale plate eliminates the need of identical meters in inventory and if the adapter plates are selected it eliminates the need of diff erent mechanical meter housing in spares inventory or I&C room, concluding that the new technology here described, can not only digitize the I&C, eliminate expensive spares inventory but also eliminate the need for cyber security expense and compliance to NEI08-09 and be implemented within a typical two month outage.
CONCLUSIONS (SEE OTEK’S NPP CASE STUDIES ON P. 26 OF PNP CATALOG): IDENTIFIED OPTIONS: a. Do nothing. Continue operating at 2-5% below optimum effi ciency (loss of revenue), high maintenance cost and replacement of existing obsolete analog and digital meters.
b. digitize/automate with touchscreens requiring new building, I&C room, operators and NRC approval of it including cyber security to NEI08-09 and others. Ref: Oconee, Vogtle, and pending Limerick NPP estimated cost of >$150M USD 3+ years to operate and NRC approvals, plus cost of borrowed money, +, +,+??? Increase productivity 2-5% (Enough to pay for the borrowed money?) c. Automate with smart NTM/UPM (or equivalent) (SCADA/ DAS compatible) controlling bar-digital analog meter replacers.
Including TRC (triple redundant control) and RPM (radiation panel meters and transmitters) within one (1) “outage”, (if serial I/O and control outputs are pre- installed) and cyber security compliance is met. Estimate cost of a typical ~ 500 meter I&C meters only: ~ < $10M USD. No new I&C room or operators are required! Increase productivity (income) 2-5% from present. d. Automate/Digitize with Plug and Play (PNP) or Equivalent Meters and Transmitters: 1. Modernize within one (1) outage. 2. Eliminate expensive (> $1M USD) spares inventory. 3. Change nothing but the obsolete meters. 4. Implement SCADA/ DAS (optional).
5. Increase output and input ($) by 2-5% eliminating expensive maintenance and replacement every ~ 10 years with > 40 years CMTBF and > 40 years obsolescence hardened technology! Your decison? Evolve or Perish?
