POLICY THE GLOBAL NUCLEAR industry submitted a statement to the Tenth Review Conference of the Parties to the Treaty on the Non-proliferation of Nuclear Weapons, representing the views of more than 20 national and international industry associations supporting the peaceful uses of nuclear technology.

China Progress at Zhangzhou 2 The reactor pressure vessel (RPV) and three steam generators have been installed at unit 2 of the Zhangzhou NPP in China’s Fujian province, China National Nuclear Corporation (CNNC) has announced. This has paved the way for the lifting of the inner dome and the welding of the main pipeline.

Hualong One reactors are under construction. The units are scheduled to begin commercial operation in 2024 and 2025. Both the steam generators and the RPVs at units 1&2 were installed using the “main equipment first-introduction method,” also known as the open top method. “Compared with the conventional method, the time spent waiting for the availability of the polar crane on the critical path of the main circuit is saved, so that the installation work of the main circuit can be started in advance,” CNNC said. generators took five-days with the lifting of the second steam generator taking just two hours and 54 minutes. CNNC said the ZH-65 SG is the first domestic third-generation nuclear power steam generator with completely independent intellectual property rights in China. The RPV was designed by China Nuclear Power Research and Design Institute and manufactured by China First Heavy Machinery Co Ltd. This year the main equipment of Zhangzhou 2 will be installed. The recent installation work “has laid a solid foundation and provided a strong demonstration practice and technical support for batch construction of the Hualong One,” it added.


Turkey Dispute at Akkuyu A dispute over the construction at the Akkuyu NPP in Turkey remains unresolved, according to Turkish Energy Minister Fatih Denmez. The problems began after Rosatom’s project company responsible for the Akkuyu NPP, Akkuyu Nukleer, terminated its contract with the Turkish general contractor for construction of


the plant, Titan 2 IC Ictas Insaat Anonim Sirketi (T2IC) and appointed a new general contractor, TSM Enerji Insaat Sanayi Limited Sirketi (TSM). According to the Turkish trade registry, TSM is owned by three Russia-based companies. In response, the Turkish company stated that it would go to court, accusing Russia of seeking to reduce participation of Turkish companies in the project. However, Akkuyu Nukleer said all the Turkish subcontractors at the project had confirmed their readiness to continue work under the new general contractor. Rosatom said IC Ictas had “committed numerous violations affecting the quality and timing of work”. “When the matter was referred to us, we took initiatives to resolve the issues quickly. In such very large projects, problems can arise locally, administratively and financially,” Denmez said. Rosatom is building four VVER-1200 reactors


at Akkuyu, under a (build-own-operate model. Construction of units 1-3 began in April 2018, April 2020 and March 2021, respectively. First concrete was poured for unit 4 on 21 July. Unit 1 is due to start operations in 2023. Akkuyu Nukleer issued an official statement on the situation saying work at the construction site was continuing as usual adding that subcontractors “were actively involved in the process of re-signing contracts with the new main contractor for the construction of power units Akkuyu NPP.” T2IC said it will be suing Rosatom before an arbitration tribunal in London and also said works in the project area had come to a standstill.
