T e rule eliminated the system of industry inspectors and shifts that sole responsibility to USDA’s Animal and Plant Health Inspection Service, which will screen, train and authorize inspectors. T ese inspectors will be veterinar- ians or veterinary technicians, or other “persons employed by state or local government agen- cies” to enforce laws and regulations related to animal welfare. T e rule prohibits the use of all action devices that strike the leg of the horse and also pro- hibits the use of tall, high-heel like horseshoes (called “stacks”) on Tennessee Walking Horses or Racking Horses at any show, exhibition, sale or auction. An action device is any sort of boot, collar, chain, roller, beads, bangles or other de- vice that encircles or is placed under the lower part of the horse’s leg in a way that can rotate around the leg or slide up and down the leg so as to cause friction, or which can strike the hoof, coronet band or fetlock joint.


Kudos to the Talbot Run Equestrian Center IEA Dressage Team on their fourth place national fi nish at the IEA National Dressage Championship, held at the Tryon International Eques- trian Center in North Carolina on April 25-28. In addition to several top 10 placings, Hannah Norman won the Junior Varsity Novice Dressage Seat Equitation division while Eve Ackiewicz won the Junior Varsity Beginner Dressage Seat Equitation division. Talbot Run also won the Team Spirit Award and Talbot Run’s horse Lucy, who was donated for use during the show, won the T oroughbred Horse of the Show award for the third year in a row.
