Union Bridge Woman Charged with Animal Cruelty
According to an indictment fi led in Carroll
County on June 27, Deborah C. Osborn of Union Bridge was charged with four counts of aggravated cruelty to animals for “intention- ally causing the torture of four Arabian-type equines.” T e 53 year old woman was also charged with an additional seven counts of ani- mal cruelty for “infl icting unnecessary pain and suff ering” to seven horses and 28 counts of ani- mal cruelty for “failing to provide nutritious food in suffi cient quantity, proper drink, proper space and necessary veterinary care” for seven horses. T ese alleged acts of cruelty took place be-
tween January and May of this year. According to the indictment, the aggravated
cruelty charges are felonies that come with a maximum penalty of up to three years in jail as well as $5,000 fi nes for each count, if convicted. T e misdemeanors carry a penalty of up to 90 days in jail and $1,000 in fi nes for each count. Osborn was released from custody on June 28
after posting a $25,000 cash bond. Conditions of her release include not owning, possessing or being responsible for any horses. A trial date has been set for August 27 in the
Carroll County Circuit Court. At this time, the Humane Society of Carroll
County is not releasing the location of where the horses in question are being cared for.
Negotiations to Keep Preakness at Pimlico
On June 27, the Maryland Racing Com-
mission, along with T e Stronach Group and City of Baltimore offi cials, announced that T e Stronach Group had entered into negotiations to keep the Preakness Stakes at Pimlico Race Course. TSG attorney Alan M. Rifkin told the Commission, “We’ve been asked to explore ways and means to preserve and enhance the Preakness in Baltimore City, to preserve and enhance sustainable racing in the state, and to preserve and enhance the facilities that allow for that racing.” Rifkin added, “It’s a challenge, but a challenge I think we’re up to meet.” Commission chairman Michael Algeo called the negotiations “a seminal moment in Mary- land racing.” At this time, no offi cial plans to renovate Pimlico have been released to the public.
Chanceland Breeds Another Champ
Robert T. Manfuso and Katharine M. Voss of Chanceland Farm in West Friendship bred the champion yearling at the 2019 Maryland Horse Breeders Association Annual Yearling Show. T is was the fi fth time a Chanceland yearling has been named champion. T is year’s win on June 30 was with a fi lly by Midshipman out of the Lemon Drop Kid mare Lemons and Limes. Ninety-eight yearlings were entered in the
show, which was judged by Michael Stidham, at the Timonium Fairgrounds. T e Chanceland Farm fi lly also won Class IV, for fi llies foaled in Maryland, by out-of-state sires. Reserve champion honors went to Hillwood
Stables’ Bandbox colt out of Buff girl, by Quiet American.
USPC Scholarships Two Maryland pony clubbers recently were
awarded scholarships through the U.S Pony Clubs, Inc. T e Pony Club Triple Crown Nutrition, Inc.,
Scholarship was awarded to Ema Klugman of Seneca Valley Pony Club. T e scholarship, sponsored by Triple Crown Nutrition, Inc., is awarded to a USPC member who has achieved a C2 or higher rating and has an overall GPA of at least 3.0. Klugman holds an “A” rating, which is the highest certifi cation USPC off ers. She is currently attending Duke University and majoring in Public Policy and History. Fellow SVPC member Katrina Rowe won
the Anson W.H. Taylor Memorial Scholarship, sponsored by USPC and Equine Land Conser- vation Resource, in memory of former UPSC president and ELCR founder Anson Taylor. T e scholarship is awarded to a current USPC member who is committed to land conserva- tion eff orts. Rowe is a “B” USPC member and will be attending Middlebury College this fall.
