While most of the country began resuming operations in late 2021, and early 2022, federal employees didn't begin trickling back until late Spring and early Summer 2023. The bulk returned gradually over the course of 2023. Today, most only report to their offices for two or three days each week, and some 20% or so are still only working from home. Due to the tremendous backlog of business and the partial staffing, most enforcement agencies have struggled to return to normal operations. As a consequence, the long-delayed aggressive enforcement regimen has never quite materialized, to the relief of all employers.
