SPRING REPRESENTATIVE COUNCIL Update on Bill 115 Remedy
he spring meeting of the Repre- sentative Council took place on May 12 and 13, 2021. It was the last meeting for President Sam Hammond, who is leaving ETFO
to take his position as the President of the Ca- nadian Teachers’ Federation. Sam spoke of the importance of organizing to defeat the conser- vative government in the upcoming provincial election and about his own leadership journey, which included having to surmount many per- sonal and other obstacles. He encouraged oth- ers to take leadership roles and said, “If I can do it, so can you.” A focus of discussions was the plan for hybrid learning in some Ontario school boards in the fall and the need to cre- ate opportunities for education and discussion about why this model doesn’t work for educa- tors and students. The ETFO Executive had extensive discussions on the topic following Representative Council. ETFO will be sending out lawn signs, pamphlets and other materials to locals to share with ETFO members.
ETFO continues to work on the Bill 115 rem- edy. The process has been stalled by a number of issues, including the introduction of Bill 124 and the start of another legal challenge, COVID-19 and the impacts of the pandemic and the temporary closure of the courts. Despite delays, ETFO and the Crown have
concluded the negotiation of a Joint Supple- mental Record that outlines the relevant facts for consideration by Justice Lederer. The Par- ties have agreed to participate in a mediation session in June with Justice Lederer. If no res- olution is reached during mediation, Justice Lederer will hear legal arguments in July.
