Could the difference between the assumed static vibration used in risk assessments and vibration emitted from real use of power tools be preventing further progress in reducing Hand-Arm Vibration Syndrome in affected populations?
In many countries, tool manufacturers are required to provide tool vibration magnitude based on specific test protocols identified within ISO 28927 which are unlikely to represent the tool’s use on a worksite. A point-in-time testing of a tool’s vibration magnitude at the worksite following ISO 5349-2 is also limited in identifying a representative tool vibration magnitude of real tool use. This is due to the constant variability in tool vibration magnitude from differences in operator technique and posture as well as tool application and condition.
In this paper we examine the extent to which on-site Hand Arm Vibration (HAV) daily exposure varies when assessed based on an assumed static vibration magnitude compared to one based on a realtime vibration magnitude determined on the tool user. The investigation shows that significant variances exist between HAV exposure calculated from assuming a static vibration dose and that determined from real use monitoring, indicating a potential for an increased risk of developing HAVS for exposed workers than expected.
