reclamation is disastrous to the marine ecosystem, to the lives and properties of coastal residents, and it jeopardizes the livelihood of fisher folks. But environment- protection advocates are talking about the reclamation’s devastating effects. In like manner, legal luminaries are into impassioned discussions about this issue.

The reason why humans have been given power over God’s creation is because we have been created in God’s image -- not like the animal kingdom or the rest of God’s creation. And because we have been

made in the image of God, we are responsible for taking care of God’s created order. Not banish them into oblivion like what this project will do to marine life, or to the residents within the vicinity.

officials, they will be generating jobs, and make Dumaguete a “highly-connected” City. But at what cost? Is this really what God wants us to do? Enrich humans at the expense of nature?

Dominion over God’s creations I suspect the proponents of this reclamation project are well-versed with Genesis 1:26-28, and they were taking advantage of this verse. This Biblical passage talks about the authority and command of people over God’s creation. It suggests that human beings have a special role within creation. But it does not follow that we humans have more value than the rest of creation.

supportive legal structures, and enforcement of labor laws, among others.

Annual OFW remittances have reached to as much as P1.7 trillion. This helps us maintain the balance of payments for without it, our economy would be in shambles.

This figure, however, is not enough to justify the social costs of overseas employment: dysfunctional families, broken homes, “lost” children, rampant infidelities, addiction, juvenile delinquency, and many more social ills.

These are happening because employment opportunities in our country are inadequate. We need to generate jobs and employment for our own people.

negative collateral damage to people and environment is not real development, the project promises great economic impact to many constituents especially the Negrenses, Siquijorians or the people of Central Visayas, Northern and Western Mindanao.

To improve the quality of life of Filipinos, there is a need to decongest the metropolis. There is a need to develop other growth areas for investments in other suitable areas of the country. All Filipinos should share the burden of the development. The Not in my Backyard (NIMBY) mindset is not good for all of us. The development of our country is not equitable. This could also be the reason of the alleged inequitable sharing of the CoViD-19 vaccines. Economic impact Poverty remains a big issue in our country. While economic progress/advancement with

Backward and forward economic activities and industries will be encouraged, including the practice of professions and different human endeavors. The investment in the project is allegedly at no cost to the City but is expected to generate income for the people and the City: Increase consumption and activation of all supportive industries, taxes, sale of real estate. This will create a multiplier effect in the production of goods and services. Almost

advancement is coupled with social and environmental problems. We should search for the good balance and common ground.

Social preparation The reclamation should include special projects to confront or minimize

impact of the accompanying collateral damage, including the social preparation of those who will be affected in the shift of employment opportunities and options.

What I’d like to discuss is the question for us Christians: Are we doing the right thing? According to City Hall

Isaiah and Jeremiah forecasted the dreadful consequences that will take place when man refuses to comply with God and fails to take care of the Earth. Isaiah 24:4-6 says, “The earth dries up and withers, the world languishes and withers, the exalted of the earth languish. The earth is defiled by its people; they have disobeyed the laws, violated the statutes and broken the everlasting covenant. Therefore, a curse consumes the earth; its people must bear their guilt. Therefore, earth’s inhabitants are burned up, and very few are left.”

Environmental responsibility simply means that we should look after the world in such a way that future generations can enjoy it, too. It involves not consuming

campaigning and working for sustainability is a difficult and dangerous job. As someone who loves and intends to take care of our environment, I am concerned about the sustainability of our resources with the current moves of the local leaders.

Here, the issue of development can no longer be ignored. Not only is development an articulation of a desire, but it is the statement of a present necessity.

That is why the dialogue must transcend land or sea. It must rise to a level which encompasses our larger mutual concerns.

The point of this article is not environmental protection vs. development, but rather pursuing our common desires and addressing our urgent necessities.

I am saying this because together with the mutilation of the boulevard, our glorious past will vanish, our unique heritage, and all the beauty that we Dumaguetnons have all been proud of will all go down the drain, all because the leaders want a yacht club in our midst.

For this purpose, an independent body like the Integrated Bar of the Philippines-Negros Oriental chapter, must step forward to arbitrate a forum which allows all citizens to appreciate the merits of all sides. Initially, I had suggested to

the IBP that it file a Petition for a Writ of Kalikasan, precisely for the same purpose of providing a forum to discuss the issues on a higher plane.

However, I have since reconsidered my position since there is no writ to be obtained, as no violation has as yet been committed

by the City administration, notwithstanding all the legal preliminaries with all its defects, I believe the IBP forum will best further our interests. In the spirit of openness, let us come together and seek out that which promotes the greater good. “Come now, and let us reason together,” says the Lord. “Though your sins are as scarlet, they will be as white as snow; Though they are red like crimson, they will be like wool. If you consent and obey, you will eat the best of the land;” (Isaiah 1:18) So let us not be afraid of new ideas, to engage and explore the extent and expanse of these ideas. As noted Jewish- American trial lawyer and author Louis Nizer wrote: “Please see to it that I never become afraid of the violence of an original idea.”

Proverbs 19:21 says men devise plans but only God’s plan stands. Nothing can hinder His will for us.

But even at the level of awareness we are in at the moment, I personally feel confident there are more than enough remedies in the law to be able to stop the reclamation project. It will certainly take a lot of work going against the vast resources and machineries of government, but with the passionate and wholehearted support of what appears to be a clear majority of local Dumaguete citizens protecting their beloved home, this reclamation project is due to find itself dead in the water.

lack of foresight to examine the results of outdated infrastructure such as roads, sidewalks, utilities, etc. that can address healthfully and progressively sustainable processes for the eventual increase of population and the associated problems. Do we know what the population of Dumaguete should be capped at?

After all is said and done, I will submit to the wisdom of the City government (local chief executive and the legislative, whom we have chosen to lead our community), the PRA, and the DENR, offices established by our duly- constituted authorities which will finally decide on the fate of this project.

Let history judge us.

Our problem is that we rely on past, irrelevant cultural actions of our leaders which, in the present, are woefully- inadequate. We call ourselves a University Town filled with intellectual abilities. Why aren’t we tapping that? Let us not allow this opportunity to pass us by. We have the power.
