detailed guidance for traders and hauliers explaining what they may need to do to prepare for the end of the transition period. It has also published a Border


Operating Model outlining how customs clearance will be managed aſter Brexit. As outlined in the previously published Cabinet Office statement, controls will be phased in, with full declarations required for controlled and excise goods from 1 January 2021, physical checks for high-risk animals and plants and export declarations


for all goods. From April 2021, all products of animal origin and regulated plants and products will require pre-notification and health documentation. Finally,


from July 2021 all


goods will require full customs declarations and pay tariffs at the point of import, and full Safety and Security declarations will then be required. Commodities subject to sanitary and phytosanitary controls will also have to be presented at Border Control Posts and there will be an increase in checks and sampling. BIFA director general Robert


Keen said that the Border Operating Model suggested a more cohesive approach to managing the UK’s trade flows and regulatory procedures with the EU: “Importers/


exporters, in particular those that have previously only traded with the EU, really need to consider what they need to do, collect data, appoint someone to act on their behalf and give the intermediary the necessary information. “Government appears to have


woken up to the fact that Customs procedures are complicated and are not simply about ticking a few boxes.” However, BIFA remains


concerned that the information was not made available to the trade earlier and that some of details appear to be at the conceptual stage, with detail lacking. Keen added: “The recruitment


of staff qualified and experienced in Customs procedures is not a five- minute job.”


Government plans Brexit truck-holding park at Ashford


The government is planning to set up a 27-acre holding area for trucks on the outskirts of Ashford, according to press reports. The site at Sevington on the A2070, close to junction 10a on the M20, had previously been earmarked for an Amazon warehouse. It appears to be a replacement


for the previously proposed holding site at Manston Airport, whose owner Riveroak Strategic Partners has just been given development consent to reopen as an operational airport. The Sevington site, which has


been codenamed Mojo by the government’s planners, would be


brought into operation in the event of ‘Operation Brock’ holding areas on the motorways

CLdN is to introduce a weekly triangular ro ro-service between Santander, Liverpool and Dublin. It will cater for unaccompanied, containers and project traffic. It brings the total number of calls from Iberia to Liverpool to eight.


BG Freight Line has added an additional weekly container service between Liverpool and Dublin. The Peel Ports-owned short sea operator now operates three times a week between the two ports.


Containerships has added a third weekly connection from Portugal to the UK, adding a service from Setubal and Leixoes to Tilbury in addition to its existing weekly sailings to Tilbury and Liverpool. It has also enhanced services from Portugal to other north-west European ports and added a direct link between Morocco and Portugal via Casablanca and Leixoes.


Rob Waterman has been appointed as chief executive of Containerships–CMA CGM GmbH based in Hamburg. He replaces Claude Lebel who is retiring. Waterman has been chief executive of CMA CGM (UK) Shipping since March 2013, based in Liverpool.

A group of shipping industry players have launched the Mærsk Mc-Kinney Møller Center for Zero Carbon Shipping - ABS, A.P. Møller - Mærsk, Cargill, MAN Energy Solutions, Mitsubishi Heavy Industries, NYK Line and Siemens Energy. The centre, which will be based in Copenhagen, Denmark, will work with industry, academia and authorities to create overviews of decarbonisation pathways, accelerate the development of selected decarbonizing fuels and powering technologies, and support the establishment of regulatory, financial and commercial means to enable transformation.


Dublin Port reported a decline in overall tonnage of -10.9% in the first six months of 2020. Having seen a decline of -4.8% in the first quarter, due to Brexit stockpiling in the first quarter of last year, there was a further and steeper decline in the second quarter of 2020 of -17.0% due to the Covid pandemic. However, the fall was less than had been feared following a decline in the month of April of -26.2%. This was followed by a smaller decline of -20.5% in May and by a decline of just -5.5% in June.
