Some League members accused the camp of current PCL national chairman Danilo Dayanghirang of Davao City, who was running for re-election, of rigging the election against challenger Jesciel Richard Salceda of Polangui, Albay. Councilors who tested the voting application on a tablet just before the election started said they were surprised that after voting for Jesciel Salceda, the vote confirmation page showed that the vote went to Dayanghirang. Sagarbarria said he believes that the elections were rigged, and that there were too many protests. He also lamented that the name of the PCL was tarnished. Michael Joseph Araula, municipal councilor of Dauin, posted on social media that it was his first time to see someone trying to manipulate the PCL national election in the three terms he has been a legislator. “Makaulaw at nakakahiya!,” Araula lamented. An ad hoc committee was formed to coordinate with the Department of the Interior & Local Government for a new election date, which should be within 60 days from Thursday. The PCL national board also

SP overrides Degamo veto
Exercising the “Power of the Purse,” the Sangguniang Panlalawigan of Negros Oriental has voted to override the veto of Gov. Roel Degamo on several items in the 2020 budget.
In last week’s regular session, the Board acted on the motion of Board Member Chester Lim voting 10 in favor, with Board Member Jose Baldado voting against, and Board Members Estanislao Alviola and Jake Reyes abstaining. The Governor had submitted a
proposed budget of P2,705,924,452 to cover the operational and other expenditures of the Provincial government. The Local Government Code bans
the Sangguniang Panlalawigan from adding new items not found in the list of programs approved by the Provincial Development Countil, and to increase the total budget. However, the Provincial
Engineer’s Office with a budget of P16 million. The Provincial Board learned that with that amount, the Province could buy two brand new motor graders. The Province also proposed to purchase two brand new six-wheeler dump trucks with a budget of P11.6 million, which the Board discovered, was enough for three units.
Board decided to introduce some changes in the proposed budget to better serve the Province.
In the proposal to purchase a surplus road grader for the municipality of Tayasan, the Board increased the number to two, after determining that the budget of P5 million for a surplus road grader is good for two units.

The Governor also proposed to construct a multi-purpose building amounting to P500,000 which the Board increased to P10.5 million to cover two buildings, specifically for the Canlaon District Hospital and for the Mabigo barangay hall in Canlaon City. There was also a proposal from the Governor to build a solid waste facility, including the purchase of a shredder at the compound of the Negros Oriental Provincial Hospital, with a budget of P32 million, which the Board reduced to P20 million.
The Governor also proposed to build a health center in barangay Actin, Basay for P500,000 which the board increased to P2.5 million. The Governor’s proposal to construct barrel box culverts in barangay Talalak, Sta. Catalina in the amount of P10 million was also reduced to P1 million.
