Container fi res: much work still to do


Recent container ship fi res have focussed attention on the incorrect processing of dangerous goods and given new impetus to the nascent Cargo Integrity campaign initiated by the TT Club, says the transport and logistics insurer. The recent fi re aboard Yantian


Express, details of the fi nal judgment on the MSC Flaminia explosion in July 2012, and the ongoing investigation into the ‘Maersk Honan’ fi re have been followed, just days ago, by the news by a container fi re and subsequent sinking of the Grande America in the Bay of Biscay. TT Club says that these serious


incidents “are merely the tip of a failing safety iceberg”. The Club estimates that a major container ship fi re at sea occurs on average


every 60 days, pointing out that there have already been four major cargo-related fi re incidents in


2019. It records indicate


that 66% of incidents can be attributed to poor packing; not just in securing cargo but also cargo identifi cation, declaration, documentation and eff ective data transfer. TT Club puts the cost of claims


at over half a billion dollars a year. TT Club’s risk management


director, Peregrine Storrs-Fox, says: “One particularly critical aspect of this is the correct declaration and handling of dangerous goods (DG).” While exact data is hard to come

Eurotunnel offi cially handed over buildings intended for customs, veterinary and phytosanitary inspection services to the French authorities on 4 April. The Douane-SIVEP control centre will be open 24 hours for Ministry of Agriculture offi cials and customs offi cers. It provides nine unloading docks, a refrigerated storage area, 100 parking spaces for trucks and 1,000sq m of offi ces. Eurotunnel has also created an equine facility and expanded two pit-stop areas for truck processing.

A group of rail freight operators, Network Rail, users, industry bodies and hauliers have launched a joint strategy to meet the 7.5% growth target for railfreight in Scotland, set by the country’s Government last year. It includes Russell Group, WH Malcolm and DRS.


The Marine Accident Investigation Branch (MAIB) has issued a safety bulletin following the incident on 18 December in which freight vehicles on P&O’s European Causeway ferry toppled over in heavy weather en route from Larne to Cairnryan. It warns that drivers who remain on the vehicle deck of ro-ro passenger ferries pose a danger to themselves and can cause delay in emergency response. They could also be in danger of asphyxiation by fi re, or as a result of the fi re suppression systems that may be released by ship’s staff . China Customs is to open more TIR border crossing points with Kazakhstan. They are at Maikapchagai/Jimunai; Dostyk/ Alashankou; Kolzhat/Dulata; and Bakhty/Baketu. Together with Khorgos, which opened in May 2018, all fi ve China-Kazakhstan border crossings will be TIR-available.
