department is launching a competitive eSports program at the Hampton and Virginia Beach campuses starting in fall 2019.


Bryant & Stratton will be the sixth


college in Virginia to offer eSports as part of the National Association of Collegiate eSports (NACE), which serves as the governing body to more than 100 colleges and universities, setting


standards for eligibility and conduct for collegiate eSports.


The college plans to offer co-ed


eSports teams that will hold full-size rosters. To compliment the program, the Hampton Campus plans to create a 500-square foot eSports Lab where the team will practice and compete. The lab will


feature 15 high-end


gaming computers, gaming bays, and consoles. The gaming center will be open to all students and staff during designated hours.


Bryant & Stratton will make


eSports an official varsity sport by joining NACE and will offer scholarships to new and current students starting


in 2019. Currently


NACE member colleges support more than 1,500 student athletes and offer more than $9 million in eSports scholarship and aid.

DESCRIPTION OF SERVICES: The City of Virginia Beach is soliciting Statements of Interest and Qualifications from interested firms to provide design services for the Ferrell Parkway Project. This project will include, but may not be limited to, the construction of an additional lane along westbound Ferrell Parkway from Indian Lakes Boulevard to Indian River Road, construction of an additional left turn lane on Indian Lakes Boulevard to result in triple left turn lanes onto Ferrell Parkway, and construction of new traffic signals. The project will also include pedestrian accommodations at Indian Lakes Boulevard and Indian Lakes Shopping Center intersections. The scope of services will include, but not be limited to, roadway alignment and design elements, traffic data and analysis, traffic signalization, signs and signal plans, aesthetic design elements, environmental permitting, surveying, storm water management, public utility and other utility coordination, street lighting, geotechnical borings and analysis, public involvement, landscaping, development of construction contract documents, acquisition services and construction phase services. QUALIFICATION REQUIREMENTS: The successful firm must have specialized experience in roadway and traffic signal design, aesthetics, stormwater management and utility design. The successful firm must have a demonstrated knowledge of applicable FHWA, VDOT, and City of Virginia Beach Specifications, Standards, and design guides. The successful firm must also have demonstrated experience in design of a roadway that carefully considers the aesthetics and traffic management of the existing roadway corridor.


SELECTION CRITERIA: The selection criteria requires: (1) Professional qualifications of staff assigned [15%]; (2) Specialized experience in the type of work required [20%]; (3) Familiarity with project and conceptual approach proposed to address those requirements [20%]; (4) Quality of past performance on similar projects [10%]; (5) Experience and qualifications of any sub-consultants [10%]; (6) Evidence of cost control effectiveness [5%]; (7) Current volume of work that could affect ability to complete the work on time [5%]; (8) Accessibility of the project team to the project site [5%]; (9) Capability to provide aesthetic design features in keeping with the City and community goals for a quality outcome [5%]; and (10) Demonstrated ability for a high degree of public participation and related coordination for input and resolution of project issues [5%]. The percentage listed in parenthesis is the weight that each selection criteria will have in the evaluation of the proposals.

Specifically, if Offeror seeks to protect any proprietary data or materials, pursuant to Section 2.2-4342, Offeror shall (i) invoke the protections of this section prior to or upon submission of the data or other materials, (ii) identify the data or other materials to be protected, and (iii) state the reasons why protection is needed. Furthermore, the Offeror shall submit proprietary information under separate cover, and the City reserves the right to submit such information to the City attorney for concurrence of the Offeror’s claim that it is in fact proprietary.
