Itwas also agreed that the council should arrange for the se�ing out of the football pitch in earlyAugust. Pavilion Itwas agreed that a budget of £200 be set aside to repaint the floor andwalls of the pavilion and to askMrUnderdown to do this at the end of the football season. GDPR Itwas agreed to appoint Satswana as theData ProtectionOfficer for a period of a year at a cost of £150 plus Vat. Air qualityMembers considered deploying diffusion tubes in the parish but decided not to take this forward. Football noise CllrWaring reported on a complaint of aggressive football noise and rude behaviour following amidweekmatch, concerns that residents had not been consulted aboutmidweekmatches and that it was an over 18s team. The clerk had responded and received no further correspondence. Speedwatch CllrUnderdown reported on an obnoxious driverwho stopped and questioned volunteers during a Speedwatch check. Thiswas reported to the Speedwatch team. Noticeboards Two of the noticeboards had been
damaged.MrUnderdown had fixed the hinge on one and had ordered perspex to repair the other. River FarmBorough councillor Steve Munfordwas asked to give a brief overview of the newRiver Farmapplicationwhich contained several changes in consideration of the amenity of residents. Lost cheque Itwas noted that a cheque for £77 had been lost en route to Kent County Council (KCC).Astop had been placed and a replacement cheque issued. Clerk’s salary Itwas noted that theNational Joint Council for LocalGovernment Services had issued newpay scales for employees. It was agreed that the clerk’s salary should be increased fromApril 1 by £171 per annum and to increase the pension contribution accordingly.

Memberships The council agreed to renew itsmembership of both the KentAssociation of Local Councils (KALC) andActionwith Communities in Rural Kent (ACRK) for 2018- 19. Street furnitureAn orderwas to be placed withMBC for the balance of the project to refurbish street furniture in and around the village centre. Pothole The council hadwri�en to the owner ofHamiltonHouse requesting that urgent action be taken to repair the large pothole at the entrance to the car park. DevelopmentAmeetingwas to be held in

The next monthlymeeting of the council,whichwas also theAGMof the council,was delayed for two days due to the temporary absence of the clerk andwas held instead in the commi�ee roomat the village hall.

Floodwarning training Cllr JohnWilson had a�ended and the followingma�ers arose. The parish council needed to update its flood plan – the clerkwould let CllrHussein know about this. Floodwardens needed to have completed training,whichmeant only Cllr Wilson and CllrHusseinwere qualified. The clerkwould get the othermembers on the EA list removed andwould enquire about the next training days. GDPR The clerk had spoken to Sovereign about this and therewould be a cost in appointing a data protection officer. Highway issues Cllr Porter said the potholes he had loggedwith KCCHighways had now been filled. The clerkwas asked to report the damaged kerb on Lower Road, outside Adelaide Co�ages. Defibrillator Cllrs Beasley andWhite could not fit the defibrillator soGaryHindley’s electricianwas going to do it,whichwould mean a
bill.No quote had yet been received. Cllr Charltonwould find away of securing theGallants Lane phone box until the parish councilwas in a position to use it. Garden competitionHadlowCollege had been contacted to see if theywould be happy to help
again.However, itwas agreed to go ahead regardless. Cllr Kingwas happy to be one of the judges. Village car parkOne quote had been received for the yellowline painting,which was felt to be too high. The clerkwould contactMBC to see if they could quote for it. Itwas agreed to allocate £100 to get some signsmade up to prevent dog fouling. Bridgeworking party Cllr Porterwas persistingwith reporting oversized lorries. He also reported on changing the timetable so that a two-train situation didn’t occur. It was suggested that the clerk could go to Network Railwith this information.An increase in lorries using Lower Roadwas reported. Footpaths Following an inquiry froma resident in Priory Close, Cllr Charlton had enquired about the possibility of opening up an old footpath that once ran fromthe bo�omof the close to the bridge. Itwas agreed that thiswas ultimately not the responsibility of the parish council,which was already short of time and resources. It was suggested that residents pursue the ma�er themselves. Play area Pearsons had startedwork on the play area. The clerkwouldwrite to the football club and ask themto ensure that the
goal postswere secure each time they put themup. Annual parishmeeting Cllr Charlton had wri�en his report andmemberswould help with delivering it, so that residentswould receive itwell in advance of themeeting. SpeedwatchAsession had been held at Kilndown Close and of the 138 vehicles that passed, 25were recorded at speeds between 35 and 50mph on a 30mph road. Seven le�ers fromthe policewere sent, five for second offences and two formultiple offences. Fete The event, from1-5pmon June 23, would bemusic-based. Therewould bemore stalls than last year. The FeteWorking Party had agreed to donate £300 towards the play area repairs.

Police issues There had been a significant police presence at amedical emergency at the railway station on Saturday,March 31. Itwas noted that incidents of fuel theft at the police stationwere no longer being reported by staff. The Commissioner hadwri�en to them to reassure themthat these caseswere taken seriously and that they should continue to report them. There had been two cases of anti-social behaviour by a group of teenage youths, one in theHigh Street and a second at ParsonageMeadow/Burial ground. Both incidents had been reported. The youths had been drinking alcohol on both occasions and the PCSOhad agreed to talk to local shops about the sale of alcohol tominors. HammerstreamFurther information had been received, including photographs. The enforcement teamwas to visit the site, as fires and dumping ofwaste had beenwitnessed. Wheeler Street/Oak Lane CrestNicholson had completed thework. The plans and drawings centred on improved pedestrian access and not improvement in visibility splays. The clerk had found the original drawings for the improvement in the splays andwould inquirewhy thiswork had not been carried forward. Station lifts The chairman noted the story in theDownsMail,whichwas felt to be a good article. Itwas agreed that the clerk should promote it further and ask for comments. Hydrants This issue remained outstanding. The chairman had identified an individual whomight be able to help and the clerk would investigate.
