Trafficmanagement Councillors unanimously agreed for the execution of “keep clear” roadmarkings near the village hall, alongwith single-track signs. The broken road signs had been replaced at CharlesfordAvenue and Cayser Drive. Road broken The recently resurfaced road in Chartway Street and LenhamRoad has already broken down, Kent County Council (KCC) advised this happened due to an early cold snapwhich compromised the newsurface, once all risk of frost has gone thiswas to be repaired. Play area Councillorswere updated on funding proposals byMaidstone Borough Council (MBC) for strategic play area improvements.MBC have advised the matching funding schemewill be open for applications afterApril. Councillors agreed to no longer delay the installation of play equipment at the sports field so a half MUGA and roundaboutwill be scheduled to be installed end ofApril. VillageHall The sign had been completely obscured by trees andwas in a bad condition. It had been requested that the handyman checks the sign for damage and considers the logistics of transferring to an alternate location.MBC require payment for pre-planning advice for development of the village hall. Pensioners outingNumberswere disappointingly lowfor theNovember trip to Brick LaneMusical Theatre. Itwas decided there should be a break fromthe event this year but consider organising an occasion to commemorate the end ofWWI and the village hall had been contacted to see if itwas available onNovember 11. Donations £50will be donated to the charities that requested donations, Involve, Three Su�onsHelpline, DemelzaHouse Children’sHospice and Friends of Five AcreWood School. Twoweremade in March and twowill bemade inApril.

CommemorationsMembers noted that organisation of the joint Three Su�ons project tomark 100 years since the end of WWI is ongoing. Itwas agreed that the councilwill contribute £250 towards the commemorations and the clerkwas to approach county councillor EricHotson for a contribution. School donationMembers decided not to donate anymoney to FiveAcreWood School as none of the students are fromthe village. Chairman’s report Cllr Forknall hadmet with communitywarden Liz Lova� to discuss clearing flytipping. Properties lost electricity recentlywhen a car hit a telegraph pole on PloughWents Road, the driverwas airlifted to hospital and is said to be okay. Village shop CllrsWaring and Underdown reported thatmore volunteers are needed for the village shop. The shop only closed

Residents fromSmarden and Detling had visited the shop to see the operation and were impressed it is run by volunteers. Play area The council considered the inspection report fromMBC,which suggested that the chains are 40%worn, a statement that CllrsWaring and Forknall disputed. Parishmeeting InspectorMarkHedges fromMaidstone SCU had agreed to be the main speaker at this year’s annual parish meeting, concentrating on the recent changes affectingMaidstone.Mary Underdown had agreed to serve the refreshments at the end of themeeting. Christmas lightsMembers agreed to set a budget of £200 to purchase be�er lights for Christmas 2018. CCTV CllrWaringwas to contact Brookes Security in order to check if the infrared light in the CCTV cameras isworking – and if not hewas to ask themto replace it.


Coxheath


Criminal damage Therewasmounting concern at the increase in cases of criminal damage in the village,mainly involving the slashing of car tyres. Bins The councilwas to approach the relevant authorities to introduce dogwaste and li�er bins on the newWillowGrange development. Charity donations Small grantswere approved to three charities – Dandelion Time, Involve Kent and Friends of Five AcreWood School. Pre-school boost The Parish Council has agreed to provide a small grant to Coxheath Preschool Group to support their 50thAnniversary celebrations in June. Speedwatch The Coxheath Speedwatch Group had been deployed on three occasions during February 2018 and registered 46 cases of speeding. Salt bins KentHighwayswere being approached to refill salt bins alongwith locating a salt bag and carrying out surface safety repairs in theWesterhill Road car park. Street furniture An order has been placed for the first phase of the refurbishment of street furniture in the village centre.

Speedwatch A total of 35 out of 167 vehicles had been caught speeding by a Speedwatch patrol in Kilnbridge Close. It is hoped that amoveable Speed Indicating Device (SID)will help.All proposed sites bar onewere suitable for the SID, so itwas unanimously agreed to go aheadwith this. Village car park Some parents had complained about the barrier preventing some vans fromentering, so theywould have to drop off in the car park entrance. Some teachers are parking there and bad parkingmeans that 20 cars a daywere filling the 27 spaces. Itwas agreed to contact the governers in the first instance, while CllrWhitewas to chase his contact about painting yellowlines in the entrance. Flytipping Borough councillor Brian Mortimer said that some flytipping notices were on order andwould bemade available to parishes, so itwas agreed to try these and see if they affected behaviour – and if they did not, then perhaps CCTV should be considered. Hanging baskets The idea of hanging basketswas abandoned as impractical after a detailed discussion as no-one could suggest suitable sites or find a practical way ofmaintaining them. Towpath The issue of cyclists not dismounting on the towpathwas raised and itwas agreed that the clerk contact MBC and copy Barming Parish Council in. Therewere also comments on the development on the Tovil stretch and borough councillor RichardWebb agreed to look into it and report back. Defibrillator The clerk confirmed the council had adopted the phone box at the top of Gallants Lane, but Cllr Dorton reported some electrical issues over the installation. The issue of the cabinet not being lockable also caused concern, so it was agreed to see if the council could return the cabinet and get a different one. Railway crossing The clerk had received a report fromTeston Parish Council regarding the automation ofWateringbury Level Crossing. Teston had replied on East Farliegh’s behalf,whichwas felt to be out of order, so the clerk and Cllr Charlton were to put together a reply. Parish funds The clerk had received confirmation that the Parish Services Scheme amount for 2018-19would be £58 less, totalling £2,553, £400 for play areas and £2,153 for groundsmaintenance. Budget The final budgetwas agreed,with the precept requested £49,703, an increase of £2,105 on the previous year.A Band D propertywill be paying £74.04, an increase of £2.58 on 2017-18.
