Draft budget The draft budgetwas discussed and an increase of 7p per household (0.19%) for the preceptwas agreed. The precept amountwill be £27,460. The paperworkwas signed and was to be submi�ed by the clerk. Railway funds Cllr Vizzard said Maidstone Borough Council (MBC)was continuing to support thework of the Kent Community Railway Partnership,who do outreachwork in schools, promote the use of trains, supply fare information and keep the local stations clean and decorated. The council agreed to continuewith the annual donation of £75. PavilionworksMemberswere all happy with the final results of the decorating by Michael Cavanagh. Itwas agreed to accept the quote fromKent Flooring for theworks to the floor in themain hall. So far only one company hadmade a quote for thework at the hardstanding area despite four being approached. Itwill be discussed at the Marchmeeting. Car parkA resident hadmanaged to get an approximate cost for the resurfacing of the Parish Field car park. Cllr Gooch had arranged ameetingwith a contractor. Cllr Doe suggested that all previous companies who had given a quote be given the chance to resubmit following the newspecification sheet. Hall issues Councillors had tied up the pull cords on the heaters to stop them being used, so that the heaterswill be operated by the control panel only.A safety report had recommended the installation of smoke alarms, butwith no ovens ormicrowaves at either the parish hall or the pavilion, itwas felt thiswas not
AGROUP of youthswere seen throwing stones at swans on the river fromGibraltar Lane,Allington.Aboatwas hit by one of the stones. Avehicle that had been involved in an
accident in ChathamRoadwas stolen from the roadsidewhilst awaiting recovery. Apet catwas found dead in a park area
on Recreation Close. The animal had been mutilated. Acommercialmilk float parked on a
driveway inDevon Roadwas stolen. Ayouthwas seen using a catapult to
shoot something at awindowin Beaumont
Street.Also in Beaumont Street, awindow at a homewas broken, possibly by a pellet fired at it. Ametal ramp used formobility access
was removed froma home inMilton Street. Ahome in Loose Roadwas damaged by
having potatoes thrown at it. Awindowon a home in Tonbridge Road was cracked after a group of childrenwere
necessary. The clerkwas to contact the fire service for advice. One of thewash basins at the pavilionwas reported as hanging off thewall, but Cllr Gooch confirmed itwas sufficiently secured, although the bracket could use tightening. CllrManser remindedmembers that the door of the hall still needed a pull handle,which Cllr Doe was to install. The clerkwas also to chase the contractors regarding the exterior perimeter clean of the hall and pavilion.

School parking PSCOMartin Chivers had emailed to advise that hewas aware of the complaints regarding parking around Loose Primary School andwas actively looking intoways of dealingwith the concerns. Bin update The issue of awaste bin in Bray Gardenswas to be discussed at the next environmentmeeting.MBC councillor Sue Grigg hoped the councilwould be able to purchase the bin andMBCwould adopt and empty it. Cllr Paulina Stockell said she would assist. Scout shortfall The Swiss Loose Scouts had a shortfall of £115 for the safetywork on the Salts Lane railings. The council had helpedwith a donation of £100 and Cllr Stockellwas to helpwith the shortfall. Speedwatch Kent County Council (KCC) and the policewere to fund a third of the Speedwatch equipment each, leaving about £800 for SouthMaidstoneAction for Roads and Transport (SMART) to find. Eight members of the teamhad completed the online theory test and the next stagewas practical training,which the council agreed could be carried out in the pavilion free of charge. Shed update Therewas an issuewith the access to the gate in Brooks Field and the LooseAmenitiesAssociation (LAA)were seeking a solution. The commi�ee agreed to chase the LAA as the deadline for the shed projectwas just threemonths away. Defibrillator Itwas agreed to go ahead with the installation of the defibrillator on a four-year contract, and to demonstrate it to the residents at the annual parishmeeting,
which, in a separate agenda item, itwas agreedwould be held onApril 25.

Lane parking Itwas suggested the council apply to KCC for permission to install a scheme, possibly bollards, along Burial Ground Lane to deter pavement parking. It was agreed to discuss this at the next meeting. Nature reserve The chairman reported that the planning application for the new building at theHayle ParkNature Reserve is due to go beforeMBC’s planning commi�ee. There had been no significant tree damage over thewinter, and there had been occasional quad bike activity. Shed painting The shed painting project will take place after Easter. Planning Itwas agreed that all councillors present at the Januarymeeting bemembers of the planning commi�ee. Thiswas agreed and councillorswere encouraged to a�end the planning training provided byMBC. Maintenance Thewindowpanel in the bus shelter atMillstock Terracewas due to be replaced in January. Itwas noted that Dean Street between Lower Road and Farleigh Heights could benefit fromconcentrated li�er picking, although itwas understood that thiswould require suitable health and safety and trafficmanagement. Fete Itwas agreed this year’s fetewould be held on Saturday, July 14, atArchbishop Courtenay Primary School, subject to the agreement of the school. CllrWoodingwas to arrange ameetingwith the school as soon as possible. Noticeboard Itwas agreed to position the newnoticeboard at the junction of Postley Road and RedstartAvenue. Pearson’s had been asked some time ago to install the board once the position had been agreed and the costs of installationwere to be checked.A colour logo for the top corner of the boardwas to be printed. Car parkAfter discussion, itwas agreed not to extend thewaiting time in the Church Street car park to three hours,with a discussion on the reduction inwaiting time to be discussed at the nextmeeting.

were stolen froma BMWX5 parked on a driveway in Bannister Road. Itwas the same storywith a BMW420 parked in Hillary Road,while a BMW520 parked on a driveway in Boxley Road had its steering wheel stolen.
