THE next Debenham History Society talk will take place on Tuesday 5th December - ‘Dad’s Army – The History of a TV Legend’ by Dave Steward. Amazingly, the Dad’s Army
television series will be 50 years old in 2018! Tonight, Dave will not only take a look at the actors, telling us what roles they per- formed prior to bringing their famous Walmington-on-Sea characters to life on-screen, but also give us a ‘locations tour’ to see what still survives from the filming.

ALDE VALLEY SUFFOLK FAMILY HISTORY GROUP
THE January meeting of the Alde Valley Suffolk Family His- tory Group will be an illustrated talk by Diana Hughes to demon- strate the fascinating insight into the history of early modern Alde- burgh, gained from the Bor- ough’s accounts. We shall meet the Councillors and the problems they had to deal with. There were attacks on the coast and cannon on the beach; punishments could be cruel; and seven local women were tried and hanged for witch- es. All in the town that we know so well today. Since retiring from a career in
teaching Diana Hughes has fur- thered her interest in local histo- ry, firstly with the National Trust on Dunwich Heath and then with the Aldeburgh Museum. Pres- ently she is working to finish a transcription of the Aldeburgh Chamberlains’ Accounts (1566– 1590 & 1625–1649), and at the same time helping to plan a new display for a revitalised Alde- burgh Museum. The meeting will be held at
2.30pm on Monday 15th January at Snape Village Hall. Visitors

number of CDs and microfiches of local interest. The research centre has computers with inter- net, printer, and a scanner. There is also wi fi internet access if you wish to bring your own laptop or tablet. Experienced family his- tory researchers are present to give assistance if required. The Research Centre is

BY and large, the system of Self- Assessment works pretty well. Taxpayers and their agents gen- erally understand the rules: you declare the income, capital gains or losses and pay or reclaim the tax due accordingly. If you make a mistake or need to change things there is a known timetable in which to do so and penalties if you are late or make other indis- cretions. This is all encom- passed in a reasonably generous timetable to collate the informa- tion, submit the paperwork and prepare for the tax payments. Although the system has now
been in place for 20 years with- out, by and large, too much interference by the powers that be, in an attempt to simplify and streamline the system, HMRC have introduced the concept of “Simple Assessments” (also known as form PA302). These are being rolled out now with the first tranche affecting some pen- sioners and those under PAYE with “simple” tax affairs for 2016/17. The idea is where HMRC

have the information already (for example they already know your PAYE and State Pension income and should know your bank interest), HMRC can cal- culate your tax position and send you a demand or repayment automatically without the need for a claim or a Tax Return. It is hoped – by HMRC that is – that the new system will also in time encompass additional income of up to £10,000 outside the PAYE system where that income is regular and consistent). The Inspector of Taxes will then issue his computation and the taxpayer will have only 60 days to challenge it or raise any que- ries before the computation becomes binding. I will raise that point again –
the taxpayer has only 60 days before that assessment is binding.

Leaving aside the fact that at
the time of writing it is not clear from when the 60-day time limit will start (from the date that HMRC claims to issue the assessment, or from the date it is received?), there is no way that HMRC will know how much, for example, charitable Gift Aid you may wish to claim or set back into another year or addi- tional claims for allowances, new sources of income (for example rental) or unexpected capital gains that you have made. These are items which under Self-Assessment you cur- rently need not notify to HMRC until October following the year of assessment - let alone actually provide figures to the Inspector by January 31st following the tax year. Unfortunately, this Halloween
scare story is happening. You as taxpayer still have the ultimate responsibility to ensure that your affairs are in line so if HMRC issue a Simple Assessment and it is not correct – and you fail to raise queries within the 60-day time limit – you are potentially leaving yourself open to penal- ties. Those who already file under
Self-Assessment are not immune from this new system either. If HMRC’s computers think that you should be handled under the new system, HMRC will withdraw the annual notice to file a Self-Assessment Tax Return and provide what it thinks is your tax position – this could even potentially be after you have actually filed your Self-assessment Tax Return in the first place. If you do have additional sources of income such as those above, you are then left with the issue of having to file under Self-Assessment anyway and combining what HMRC has already assessed with any additional information declared separately.
Why not a Deputyship
......instead of
Power of Attorney?
THE commonest, and best way of obtaining legal authority to look after an elderly relative’s affairs is by appointment under a Lasting Power of Attorney. You can create this yourself, without the need for a solicitor, leaving just the registration fee to be found. The appointment gives the Attorney a very wide range of powers designed to ensure the Donor’s assets are spent on him and no one else. But what if your relative
didn’t get round to signing one of these and clearly no longer has sufficient mental capacity to execute one? The answer is you apply to be appointed his Depu- ty. The central office which deals with many kinds of dele- gated authorities, including the matter of Deputyships, is the Court of Protection, “CoP” based in Birmingham. So there’s an obvious question: if Deputies can be appointed, why bother with Powers of Attor- ney? The following comments will explain how cumbersome and expensive Deputyship is. You will see it is not really a viable option of choice. A Deputy will usually be a
close friend or relative, who must be over 18 years of age. There can be two or more depu- ties and if necessary the CoP will define which areas of activ- ity each Deputy will look after. There are two types of deputy: namely (i) property and affairs and (ii) health and welfare. OK so far.... How do you become a Depu-
ty? You have to apply to the CoP on a special form enclosing a fee of £400. If you’re applying to be both types of Deputy that’s £800 with no discount for bulk. The
CoP will consider the applica- tion but if it thinks a hearing would be useful to obtain fur- ther information it will let you know and will ask for a hearing fee of £500. If you’re appointed you can recover these payments from the Donor’s assets. A Deputy for Property and
Affairs has to provide a Security Bond to cover the value of the estate involved. This is sepa- rately negotiated based on the value of the patient’s estate and is supported by an annual pre- mium. Also, if you’re new to being a Deputy there is a fee of £100 for assessing your compe- tence, but then you’re ready to go! So, you’ve succeeded in
being appointed. What next? You have to complete and send a detailed annual report form to the CoP setting out the decisions that you have made. You have to keep all bank statements and receipts and await the arrival of a supervisor who will audit your activity. There is an annual fee for this supervision. Very small deputyships -where the estate is less than £21,000 the annual fee is £35, but for all other estates it is £320. It is clear that a considerable
expense is involved in becom- ing a Deputy. But despite the expense it is a very valuable safety net when there is no Power of Attorney in place. For further advice about Dep-
