Penygaer Playing Fields Action Group has claimed that it is not getting adequate responses from Carmarthenshire County Council's Education Department following a series of emails and letters sent in to request alterations to the plans for a new school. The comments were sent as part

of the consultation day and the group claim that they asked that the plans and the assessment that provided Llanerch as the preferred option be amended. Spokesperson Heather Peters

said: “No response has been received. So we sent the comments to Simon Davies, the Head of Education at Carmarthenshire County Council, and Rob Craddock sent his email in to the complaints department at the council.” The group claim that the site

assessment clearly states that the site is too small. Speaking about what the group

claim to be numerous errors and misinformation the council have included in their presentations, Heather Peters said: “They [the council] evaluated the public acceptability for Llanerch as being the most publicly acceptable area, even though there is huge opposition with a Facebook page with 850 members and an online and hard copy petition with 1,500 signatures all opposed to this. None of the other sites have this level of negative reaction. “On the consultation day, when

challenged, we were told by Paul Roberts that it was 'perceived' that this was the case, when the above points were made they had no answers, and amending this single point on the scoring matrix would have put Penyfan field as the preferred option.” The group claim that all the

information for the site evaluation was at least two years old. Heather Peters claims that the

plans depicted for the new school are not achievable and the easement held by Welsh Water over and around

Whilst every reasonable effort has been taken to correctly record the pipe material of DCWWassets, there is a possibility that in some cases pipematerial (other thanAsbestos Cement or Pitch Fibre) may be found to be asbestos cement (AC) or Pitch Fibre (PF) . It is therefore advisable that the possible presence ofACor PF pipes be anticipated and considered as part of any risk assessment prior to excavation

the underground tanks and the rights that natural Resources Wales have for the riverbank means that the area available for developing is much smaller than shown. The group have made their own

adjustments to the council's plans, which show that there is no building or planting or fencing allowed over the tanks so the road and trees depicted are not allowed. Heather Peters claims that when challenged on this, Paul Roberts stated that they would 'bridge' over the tanks to take the road in. She said: “This would be at a massive cost, which has not been taken account of, and would be subject to Welsh Water approval.” She continued: “There are

inspection hatches on both the Heol Goffa and Llanerch Hall sides of the field; again, they depicted trees, a five- a-side football pitch and landscaping in these areas, again not allowed.” Speaking about traffic congestion

and works access, Heather Peters said: “The access to the site for building works would have to be immediately next to the bridge. This road provides the only access to the two existing schools and is already heavily congested at pick up and drop off times.” The group also claim that the

school would have to sit alongside the riverbank in an area already prone to flooding and would require substantial works to reinforce the ground at a huge cost, which the group claim has not been considered. Heather Peters said: “We are

basically trying to raise the issue that this selection process was totally flawed and request that the information provided to the public be corrected appropriately.” The group are also being

supported by Dr Richard Neil of Cardiff Metropolitan University as well as local architect David Darkin, who has stated that the council should have provided a 3D model and the group believe this was not provided because it would have made it clear

The Fire Service used breathing

that the plans are not achievable on the site. In conclusion, Heather Peters

said: “The field is not large enough to fit this all on.” The Herald raised the issues that

have caused local concern with the County Council. Cllr Gareth Jones, Executive

Board member for Education, responded: “We have received a copy of the document referred to along with numerous emails on the subject of the re-location of Ysgol Dewi Sant, which the authority is in the process of responding to comprehensively." Cllr Jones continued: “The

issues identified on the ‘marked up’ document and within the numerous emails received are known risks that the council is fully aware of. Most of these are identified within the site selection technical appraisal as needing to be addressed during design development. “The council has therefore tried

to capture all the issues identified in recent correspondence, in order to provide clarification on the current situation and how those issues can be addressed in the future.”
