THE LEGACY OF DATA Michael Shields, now the director of transportation at Salem


Keizer Public Schools in Oregon, discovered the value of data well over 30 years ago while operating the first transportation co-opera- tive in the state. “In a co-op with multiple school districts you had to justify your expenditures and planned expenses,” said Shields. “Te business manager in that district, Rich Hole, also a business man, taught me


the power and use of budget through ‘zero based budgets’ building. He taught me to develop a shop rate that was based on the private sector method to ensure the recovery of more than just your labor, such as your overhead. How to use your history of expenses (using) regression analysis, to build your story for the future.” Te data had to tell a story about where the buses had been and where they were going. Moving on to Issaquah School Dis- trict in Kings County, Washington, Shields had to substantiate losses and injury histories. He adopted the use of data to identify and substantiate management practices for transportation safety and risk. He said it also helped them to build lifecycle cost mod-
