Their job was to translate the input gathered from Jeffer- son County residents into a vi- sion for an actual building. “The library’s design com-


mittee, made up of board mem- bers and interested library sup- porters, felt Alexander Design’s portfolio and the size of the firm best matched the Shep- herdstown community,” said Taylor. By August 2010 the idea of transforming the old dump into a modern library was gathering momentum. The town would donate the land, money was being raised for the project, and Jefferson County residents were, in effect, designing their own library.

money to clean up the site. EPA money was available, but the town wasn’t eligible for the grant—the town’s dump had created the environmental mess, after all. So NWVBAC, the brownfield assistance agency, asked the Jefferson County De- velopment Authority to acquire the property for the library. JCDA concluded that buying the property aligned with their mission because good librar- ies contribute to the economic health of the county.

In October 2010, the sale of


the site to JCDA for $15 was ratified, with conditions: JCDA would sign a cooperative agree- ment with SPL and the EPA in which SPL would commit in full to the cleanup and development of the dumpsite property, and JCDA would be relieved of any responsibility for its condition. With this momentum, JCDA ap- plied for the EPA grant, which was awarded in June 2011


And then . . . And then something unex-


pected happened. A potential donor emerged who was inter- ested in buying the Southern States property and leasing a portion of it to the library for a new facility. The library board was in-


trigued and somewhat bewil- dered about what course to take. Contracts had been signed, and a grant proposal to the EPA was underway. And they had ques- tions: Was the Southern States site for sale? Was it suitable? Was it safe, given its proximity to the railroad tracks adjacent to it?


And there were bigger ques-


tions: After investing three years, countless hours, and a lot


of resources to examine and se- ~


cure the dumpsite, what would be the impacts of putting on the brakes on the project? By law, the library’s board of trustees is charged with making decisions about the library’s facilities— and it was getting complicated. A delegation from the board


met with the potential donor, who, then and now, wishes to remain anonymous (which is not unusual in the early stages of a project). Taylor says that the anony-


mous donor dropped the inter- est in the Knode property after all the parameters concerning determining the feasibility of the Knode site were discussed. According to Taylor the donor was not aware of all the possible drawbacks and costs, nor were they aware that additional lots would need to be purchased in order to provide parking. “It has been suggested in


recent opposition editorials that representatives from the library, myself included, went to the donor and coerced them out of supporting the Knode site.” said Taylor. “This sim- ply isn’t true. There was a rea- soned, comprehensive discus- sion regarding the Southern States Property. It was the do- nor that asked us to elaborate
