elia Fu Fremberg is known for getting results. She has successfully managed the completion of more than 25 major aviation projects over the last decade. She has also made significant contributions to the advancement of aviation through executive management development pro- grams, succeeding in assisting the Federal Aviation Admin- istration in its quest for harmonization between the United States and Asia Pacific countries.

Ms. Fu Fremberg has proven on numerous occasions to be an exceptionally talented leader and a trusted member of a multitude of teams, whether they are internal to MITRE, international customers, the Federal Aviation Administration, or other federal government agencies such as the U.S. Trade and Development Agency (USTDA). As program manager for three U.S. government and industry aviation cooperation programs initiated by the USTDA —Air Traffic Flow Manage- ment Executive Training, Air Traffic Management Bureau Ex- ecutive Training and China Executive Management Develop- ment Training—Ms. Fu Fremberg has been a key participant in the U.S.-China aviation cooperation program (ACP) since its inception in 2003.


Now in her fifth year as project manager, the ACP’s executive management development training [EMDT program] is one of the most successful between the U.S. and Chinese govern- ments. Each group trains 35 “rising star” Chinese managers for four to five months, with over a dozen American compa- nies and agencies participating. The ACP has been successful in raising the awareness of American technology, products’ standards and services while promoting safer operations and more efficient management of China’s aviation sector. The Civil Aviation Administration of China has said EMDT is the best collaboration program ever between the U.S. and China. Data collected by the U.S. government shows that these ef- forts are leading to an increase in U.S. job growth and trade between the two nations.

fter 26 years of dedicated U.S. naval service, Captain Pat LaQuinn Williams remains committed to making an impact. She is a human resources expert with a reputa- tion for getting the right person in the right job at the right time. Since she arrived at the Naval Academy in September 2007, she has directed the efforts of the Office of Admissions staff in the development of a strategy that has produced dramatic results. Captain Williams’ leadership has helped the Academy recruit and admit the most racially, ethnically, and geographically diverse class in its 165-year history.

Over the last three admission cycles, her efforts have contrib- uted to increasing diversity in the student body from about 24 to over 30 percent. An unprecedented national outreach drive—1,800 recruiting events—has netted 17,400 applica- tions for the class of 2014, an increase of 60 percent during her tenure. With over 5,300 applications from underrepre- sented groups, the number increased nearly 230 percent. The number of women applying for admission has risen 75 percent during her tenure.


She has been directly responsible for leading efforts toward the establishment of new programs such as the Summer STEM Camp and mini-STEM visits by groups of students to the Naval Academy. She has expanded opportunities in the summer seminar for high school seniors, and energized con- gressional members of Black, Hispanic and Asian caucuses to increase support and awareness of the opportunity presented by a service academy in their districts.

In March 2008, Captain Williams published a Ph.D. dis- sertation entitled “Developing 21st Century Small Business Leaders through Formal Mentoring.” Her awards include the Defense Meritorious Service medal, four Navy Commenda- tion medals, three Navy Achievement Medals, the Global War on Terrorism Medal and the Navy Recruiting Ribbon.
