Amtrak Makes a Phase III Comeback


Amtrak Train No. 283 flies through the town of Castleton-on-Hudson, N.Y., on January 23 with GE P32AC-DM No. 704 in the lead wearing fresh “Phase IIIb” paint and a badge on the flanks promoting the state- subsidized Empire Service. The return to the fan-favorite scheme of three wide stripes made its first appearance in 2013 when the first new Viewliner baggage cars were released in Phase III decoration.

Another bottleneck in the Northeast Corridor is the 141-year-old, 1.4-mile Baltimore & Potomac Tunnel in Baltimore, Md. This ancient tunnel is small in size and is curved, both major issues. A draft environmental impact study was recently published that identified the alternatives retained for further study.


Poised for Public D.C. Streetcar


Washington, D.C.’s, beleagured new streetcar line has been frought with delays and negative press in the months leading up to its public opening. The outgoing mayor promised service by the end of 2015, but

the system was not yet fully tested. At the beginning of January, local media outlets were reporting that public service could begin by the end of February. Construction of the D.C. Streetcar line began in 2009, and continued in fits and starts through 2013, when testing began. Service will be provided on 15-minute headways along H Street
