Obama signed the memorandum on

Sept. 25, the White House said, shortly before the president returned to Washington after three days of meetings with world leaders at the U.N. General Assembly. Obama first signaled his intent to expand the monument in June and asked for input on the final bound- aries from fishermen, lawmakers and sci- entists. Officials said they received more than 170,000 electronic comments on the proposal.

While a major symbolic victory for

environmentalists, who long urged Obama to take this step, the designation will have limited practical implications. That’s because little fishing or drilling are taking place in the region even with- out the new protections.

the 20th nation to join the Regional Cooperation Agreement on Combating Piracy and Armed Robbery against Ships in Asia (ReCAAP). Established in 2006, ReCAAP’s mis-

sion is to enhance regional cooperation through information sharing, capacity building and cooperative arrangements in combating piracy and armed robbery against ships in the region. It is the first government-to-government agreement to promote this type of enhanced col- laboration for fighting piracy and armed robbery against ships in Asia. Coast Guard Rear Adm. Paul Thomas, the assistant commandant for preven- tion policy, will represent the U.S. as a governor on the ReCAAP council. “The United States’ acceptance as

part of the ReCAAP Governing Council continues our administration’s move to deepen our diplomatic, security and people-to-people ties with key Asian multilateral organizations,” he said. More information about ReCAAP is available at recaap.org.

Popular Marina del Rey marina completes first phase of overhaul

MARINA DEL REY — Fronting the Ritz Carlton and Marina del Rey’s prestigious Marina City Club, The Marina at the Marina City Club is nestled among some of the area’s most esteemed properties. In 2013, the marina started the process of renovating its facility. The first phase of the renovation included the complete reconstruction of the marina’s dock system, shoreside rail- ings, gates and gangways. Bellingham Marine was hired as the design-build, general contractor to over- see the renovation. The company’s scope of work included permitting sup- port; dock system design, manufacture and installation including new concrete piling, design and installation of the util- ity and fire system; and installation of railings, gates and gangways. “We took a streamlined, phased

approach to the reconstruction of the marina’s docks. This approach allowed boaters to remain in the marina throughout the reconstruction process

and helped our crews move quickly through the rebuild,” said Mark Secrest, project manager for Bellingham Marine. The existing docks were removed

one row at a time and Unifloat, concrete floating docks were installed in their place. The new docks include upgraded utilities and amenities. A new public pump out was installed at the end of E- 2800 dock. The last phase of work, which will

complete the transformation of The Marina at the Marina City Club, includes the reconstruction of the promenade. Reconstruction of the promenade was started in September and is expected to be completed by March 2015. As the world’s leading marina design-build construction company, Bellingham Marine specializes in float- ing dock, floating platform and floating wave attenuation systems for marinas worldwide. The company also produces dry storage systems for the upland stor- age of boats.
