NIH CONFERENCE PLANNER Betty Hennigan, 90, who


worked for the National Institutes of Health for more than 15 years before retiring in the mid-1980s as a conference planner, died July 19 at her daughter’s home in Cin- cinnati. She had colon cancer. With her husband, Mrs. Henni- gan had previously owned and operated an employment agency in Washington’s Dupont Circle neighborhood during the 1960s. When the Hennigans moved to Detroit in the late 1960s, she was the office manager for a Repub- lican Party office. Mary Elizabeth DeLacey was born in Brooklyn, N.Y. She joined the Navy Waves during World War II and was sent to Washing- ton, where she met her future husband. The couple settled in Montgomery County. Mrs. Henni- gan volunteered with the Christ Child Society of Washington. Her husband, John F. Henni- gan, died in 1991. Survivors include three chil-


dren, John F. Hennigan Jr. of Washington and Mary A. Henni- gan and Brian Hennigan, both of Cincinnati; and three grandchil- dren.

David B. Keister, 70, a parasitol-


ogy and malaria researcher at the National Institute of Allergy and Infectious Diseases at the Nation- al Institutes of Health, died July 15 at Suburban Hospital in Bethesda of congestive heart fail- ure. He lived in Silver Spring. David Bowman Keister was born in Detroit and raised in Bethesda. He was a 1958 graduate of Walter Johnson High School and received a bachelor’s degree in zoology from George Washing- ton University in 1963. He was a researcher at the Na- tional Jewish Medical and Re- search Center in Denver before joining the NIH in 1966. He re- tired in 2006. He was a member of Cedar

Cornelia R. Levin TEACHER, DOCENT


Cornelia R. Levin, 78, a retired teacher and volunteer docent at the Smithsonian Institution’s Freer Gallery of Art and Arthur M. Sackler Gallery, died July 25 of stomach cancer at her home in Calais, Vt. As the wife of a Foreign Service


officer, Mrs. Levin spent more than 30 years moving to posts around the world. She taught and tutored children in Taiwan, Hong Kong, Japan, Tanzania, Sri Lanka and India. In the United States, she taught in Concord, Mass., and Arlington County, and helped stu- dents with remedial math. Mrs. Levin had maintained a home in Washington since 1956. After her husband’s retirement in 1991, she divided her time among Washington, where she volun- teered with the Smithsonian; New York; and Calais, where she enjoyed gardening.

York and graduated with honors in 1953 from Radcliffe College in Cambridge, Mass. She received a master’s degree in education from Harvard University in the mid-1950s. Virginia Moniz, 76, a home-


maker who raised six children and was active in education pro- grams for the disabled, died Aug. 1 at Southern Maryland Hospital Center in Clinton. She had esoph- ageal cancer. Mrs. Moniz moved to Clinton in

Richard A. Mullens, 92, a tax


lawyer and founding partner of the now-defunct Washington law firm Silverstein and Mullens, died July 22 at his home in Chevy Chase of congestive heart failure. Mr. Mullens helped found the


law firm in 1960 and retired as managing partner in 1988. Richard Arnold Mullens was a


native of Cheyenne, Wyo. He re- ceived a bachelor’s degree in 1940 and a law degree in 1942, both from the University of Wyoming. He served in the Army during


World War II and the Korean War. He moved to the Washington area in the late 1940s, and before start- ing his own firm, he worked for the Internal Revenue Service, where he helped draft the 1954 In- ternal Revenue Code. He served on the board of the


National Cathedral School and was a member of St. Alban’s Epis- copal Church in Washington, the National Press Club and Congres- sional Country Club in Bethesda. His marriages to Barbara D.


Nelson and Nirmala Narula end- ed in divorce. Survivors include his wife of 20 years, Betty Ross of Bethesda; three daughters from his first marriage, Sherry A. Edgewater, Mrs. Muse was the of- fice manager for Kerry Muse Property Management, which is owned and operated by her hus- band. Before her career in real estate, she was the marketing and com- position manager for Whitmore Print and Imaging in Annapolis from 1976 to 1997.


She was born Darlene Faye Bauerlien in Westminster, Md. During the 1960s and early 1970s, she worked in composition and other jobs for newspapers such as the Baltimore News American and the Carroll County Times. She was a member of the Unit-


ed Church of Christ in Annapolis and the Chesapeake Bay Power Boat Association. Harry E. “Dusty” Rhoads, 87, a former CIA Soviet navy analyst, died Aug. 3 of respiratory failure at Inova Fairfax Hospital. He was a longtime resident of Fairfax City. Mr. Rhoads spent 24 years with the CIA before retiring in the 1970s. Harry Edward Rhoads was born in Hermann, Mo. He gradu- ated from the U.S.Naval Academy in Annapolis in 1945 and served on submarines. He was an engi- neering officer aboard the presi- dential yacht the USS Williams- burg during the Truman adminis- tration and worked at the presidential retreat Camp Shan- gri-La, which would later become Camp David. After he retired from the CIA, he was a librarian for several years in Carrizo Springs, Tex., where he maintained a vacation home. Survivors include his wife of 62


years, Joel Sutherland Rhoads of Fairfax City; two children, Harry E. Rhoads Jr. of Alexandria and Jeni Houston of San Antonio; a sister; a brother; and two grand- daughters.

Ellen B. Schaffer, 65, a home gardener who worked for many years at Behnke Nurseries in Lar- go, died July 12 at her home in Mitchellville. She had ovarian cancer. Mrs. Schaffer studied horticul- ture in her spare time and began planting a large landscaping proj- ect at her home in the late 1980s. She began working at Behnke in the mid-1990s and was known as an expert in perennial plants. Mary Ellen Bond was born in

Charles Edward Taylor, 87, a machinist for the National Bu- reau of Standards from the early 1950s until he retired as a supervi- sor in 1977, died July 29 at Copper Ridge, an assisted-living resi- dence in Sykesville. He had Alz- heimer’s disease. He was born in Cumberland, Md., and moved to the Washing- ton region after graduating from high school in 1941. He served in the Army Air Forces during World War II and worked as a machinist for the Naval Observatory before and after the war. He was a Wheaton resident from 1952 to 2009. He had been a member of Wheaton Presbyterian Church, serving as a deacon and trustee, and was a volunteer with Meals on Wheels. His wife of 57 years, Kathryn Williams Taylor, died in 2003. Survivors include four sons, William Taylor of Burke, Bruce Taylor of Wheaton, Douglas Tay- lor of Silver Spring and Robert Taylor of Monrovia, Md.; seven grandchildren; and two great- granddaughters.

Died peacefully on Wednesday, August 11, 2010 at his residence of 40 years in Arlington, Virginia. John lived a life of travel and adven- ture. He was an English teacher at Annandale High School for 23 years. He loved to sing, write short stories, cook, take photos and turn wood on the lathe. Beloved husband for 42 years of Edith; loving father to Natalie (Kevin) Campbell of Fremont, CA and David (Caroline) Heins of Charlottesville,VA. Doting grandfather to Margaret and Conrad. Older brother to Conrad. Friends and family are invited to John’s memorial service on Saturday, August 28 at 11 a.m. at Rock Spring Congregational Church in Arlington, VA.
