To help the business grow, Mullen hired Paul Kocher to manage the cleaning and closed-circuit television (CCTV) division. Previously, Kocher was a project manager for a subcontractor that Mullen used at Renaissance Properties, and has over 30 years of experience in the heavy highway construction industry. “I always liked how Tom handled business,” Kocher says. “I told him someday I would like the opportunity to join his team. When he called to tell me he bought NAP, he offered me the position. I knew it was going to be a great opportunity as well as a new challenge for me. It is exciting to be a part of a team that is building a business from the ground up.”


In 2015 the firm added trenchless technology to its tool kit. Mullen says that was a “huge stepping stone, literally doubling sales in a very short time.” Critical to the success has been hiring a highly skilled and experienced team, all certified by the National Association of Sewer Service Companies. Adding this strategic service allows them to now compete as a full-service, underground rehabilitation


utility contractor. Today, they are serving clients in New York, Pennsylvania, New Jersey and parts of Maryland.


One of the keys to such growth was to bring in Bill Jones as the Trenchless Technology Manager. Bill brought with him the knowledge, the people and the equipment to hit the ground running. “I brought in three crews with me,” Jones says. “We’ve been together 15 years; it’s the group that makes us succeed. I was working for a competitor when Tom offered me the opportunity to be a part of creating a new division within the organization. Every day I’m glad to be here. It’s my passion, my hobby. I think about it at home. It’s what I love to do.”
