Times have changed and law enforcement needs to see the implications of terrorism.

Islamist terrorist organizations are not hampered by budgets that restrict training or even eliminate it as U.S. law enforcement agencies are. Terrorists train to kill all non-believers, without prejudice, not just soldiers or law enforcement officers, but all non- combatants, men, women, and children.
