Lincolnshire County Council’s SCoRE Programme

S CoRE (the Schools
Collaboration on Resource Efficiency) is an ambitious, four year programme, free to all Lincolnshire’s 360 schools. It
takes a ‘whole school’ approach to reducing energy consumption and costs. It is part of the County Council’s second Carbon Management Plan which has a target of reducing CO2 emissions by 22% by 2018. SCoRE is programmed to contribute 65% towards the overall reduction. At current prices that would reduce school’s annual energy bills by £1.5 million for a planned investment of £2.6 million.

the LCAs are taught how to complete an energy audit and recognise opportunities for improvements. Photo cards have been developed to assist recognition of key features. The session is put into context with a role-play of the greenhouse effect and discussion around the importance of changing behaviour. identified from the audit are implemented during Action Week, and long-term actions are developed into projects, utilising county council experience and funding where necessary. Schools are supported throughout the whole process by dedicated officers. After training days, each school is visited several times to catch up on progress and ensure that they are working towards Action Week with realistic actions to affect behaviour change. Schools are encouraged to develop long-term projects, reporting back to governors, senior management and school council. Celebration events tie up the project when participants are brought together with other SCoRE schools in the area, to share results and develop a second action plan.
Recently, the programme has been developed to ensure it is as bespoke as possible. A clusters-based programme has been replaced by individual delivery to schools. This has meant the officers can be more flexible and deliver the programme to suit the needs of each school. With this method, nursery and special schools have taken part in the programme successfully. At individual school level there is evidence that, where schools embrace the SCoRE philosophy and exploit the opportunities open to them, remarkable results can be achieved.
For example, Primary School S took part in the SCoRE programme during summer term of 2013. As a result of their actions and investments the school achieved a 56.6% reduction in electricity consumption (September 2011 to August 2014). In February 2014 at Secondary School WF a project was started to upgrade the school’s lighting to LED, including changing the fittings, as well as a 50kWp Solar PV system being installed onto the roof. The two projects were completed by the end of March 2014. As a result the school has seen a 35.5% reduction in electricity consumption (February 2013 – August 2013 compared to February 2014 - August 2014). Supported by the Sustainability team, the school is about to increase their solar PV array by 185kWp,
