Road issues Cllr Underdown reported that the road surface in Marsham Crescent needed repair.Alarge potholewas reported outside Lilypie in Chart Hill Road. The clerk was asked to report these to Kent Highways. Police report PCSO Gardener reported a theft of fence posts in Chart Road and a theft of work tools from a vehicle in Chart Corner. New PCSOswere due to start in January and there would be a restructure. Volunteer supportwardens The scheme was considered and itwas agreed to participate at a a cost of £1,660 for two years. HGVsigns Cllr Eric Hotson had agreed to fund the signs and KCC Highways had agreed installation sites. Speed indication device Members discussed trying Speedwatch outside the Shop on the Green before considering a speed indication device.At present, the accident rate did not justify the cost. TreesAbranch had fallen off a tree at the Memorial Field. Members agreed a quote from Richard Curtis to carry out maintenance on about 10 trees which would include removing dead wood or thinning and lifting the crown at a cost of £825+Vat. Play area CllrWaring had received three quotes for the re-surfacing of the play area. It was agreed to accept the quote for £8,750 from Outdoorsy as itwas a local firm. Defibrillator The defibrillator needed an electricity supply to enable heating of the cabinet if the temperature dropped below 4C, which would cost less than £20 per year. Itwas agreed that it should be moved to the west side of the Shop on the Green and connected to an electrical supply. This would be discussed by the shop commiee. Memorial tree Itwas agreed that a sweet chestnut or oak tree could be planted between the pavilion and the bench. Memorial field Cllr Underdown said dog fouling and overflowing bins had been atrocious.


Coxheath


Budget The parish council agreed its budget for 2017/18. The annual precept would be set at £68,500, which would result in an increase of about £1.75 per bandDproperty, depending on the size of the tax base. Communitywarden Thewarden would be conducting a survey of aitudes towards underage drinking and antisocial behaviour in the community. Village centre The traffic and community safety working group had been reconvened to look atways of improving and softening the appearance of the village centre. Road safety The parish council would liaise with KCC Highways to improve safety at Amsbury Road and Hunton Hill. Build-outs The parish council would clean the bollards on the build-outs and improve visibility of thewestern pedestrian crossing.


East Farleigh


Village car park Tesco’s insurance company Plexus had received an estimate for a new gate and the parish councilwas awaiting a response. The car park aendant’s contract had now been signed.Aresident had complained that parentswere parking on Vicarage Lane when picking children up. Therewas nowhere else to park when the car parkwas full. The head would be asked

if therewere any solutions. Speed limit The clerk had received notification from KCC of a traffic order to implement a 30mph speed limit on Dean Street. The parish would write in support. Play areas Itwas agreed that no further workwas required on the Vicarage Lane play area. The clerk had received a quote from Landscape Services for mowing of the Recreation Field and play area for 2017. It totalled £941.16 and represented a 2% increase. Thiswas accepted. Village heritage The booklet launch had been a success and bookletswere still being sold. Itwas agreed to keep 50 in reserve but to deposit copies in libraries and pubs. Broadband The clerk had received several responses to the note in the Grapevine and would pass them on to BT/Openreach.

Police report PCSO Boyd said the visit by Police and Crime Commissioner Mahew Sco to Headcornwentwell and hewas receptive to maers raised with him. G&Tsite plan The council wished to press for a clearer representation of the G&T sites and numbers. Maidstone Borough Council (MBC) said the delaywas due to staffing issues. The clerk would follow this up. Shenley Corner Itwas noted that the white lines had been installed the wrongway round and would be corrected. Oak Lane footpath Ditch work studieswere due to be undertaken. Ringles Grigg LaneAleer had been received fromMBCadvising that a planning breach had been investigated but itwas not considered serious enough towarrant enforcement action. The owner would be given 28 days to submit a further application. Bloomin’ Headcorn The bulbs had been planted on Days Green – thankswere passed to the BH team. Rubbish binAnew bin had been installed in Forge Lane. Speed indicator The indicator at the top of Millbank had been recalibrated andwas now reading correct speeds. White lining The enormous amount of fallen leaves had proved troublesome. Mobile police station Kent Police had now confirmed that the mobile police station had ceased. Thiswas countywide and due to lack of funding. Pumping station Correspondence from SouthernWater confirmed that Hardwicks remained unadopted as the site owners had not completed the remedial work required. Foreman’s car parkAresident had reported that therewas an issue with the parking meters whichwere often broken. Headcorn Aerodrome Therewere two events planned in the summer: a 1930s dragster event in July and the openweekend inAugust. Complaints had been received and dealt with by the commiee. Post office vans Concernswere raised about double parking by post office vans. The council would write to the postmaster.


Langley


Police report There had been four crimes since the last meeting. PCSO John Boydwas due to replace PCSO Maybank. ParkingAresident had emailed regarding vehicles parking on the triangular verge at the junction of Leeds Road and Ulcombe


road. Itwas agreed to liaise with the communitywarden and KCC Highways. Play area The swings needed some lubrication. The clerk would arrange this.


Linton


Downs Mail The chairman had put a link to the Downs Mail onto the parish council website as agreed at the previous meeting. Police report PCSO Megan Day said there had been two crimes in the previous month. Highways The damaged 30mph sign at Linton Hill would be reported to Kent Highways. The chairman said thatDHA Planning had considered a design for the safe crossing on the A229 but itwas unlikely that this would be progressed as it did not comply with highways legislation. Itwas agreed that Cllr Whitmarsh would set up a meeting withDHAPlanning, County Cllr Paulina Stockell and KCC. LintonVillage Hall The hall had purchased new chairs and the old ones had been donated to a special needs school. Plans were underway to transform the small commiee room and a grant application had been submied to revamp the hall entrance and forecourt. The hall commiee had suggested having a parish defibrillator outside the hall and itwas agreed that the parish clerk would liaise with Cllr Stockell to see whether she would be willing to grant funding.

Loose Warden’s report Liz Lova had received


reports of nuisance parking on the zig-zags in Lancet Lane. She had advised parking enforcement. Workwas still continuing with elderly residents affected by scam mail. Crime report PCSO Dougie Muir continued to patrol following the incidents of vandalism. Crime figures had been sent to the deputy clerk who read them out: a case of criminal damage to the car park barrier fencing, and theft from a vehicle at the Shell garage on Linton. PROWofficer Michelle Snowdin introduced herself as the public rights ofway officer and said a lot of workwas needed to maintain the footpaths. The footpath surfacewas the responsibility of thePROWofficer but the sides of the path generally belonged to landowners, whowere responsible for the maintenance of vegetation. Shewas asked to review the Loose Neighbourhood plan and to look at the steps leading from Copper Tree Court to the A229 as theywere often muddy and dangerous. Following reported issues on KM218, Michelle said she had met the householder and the path would be monitored. Gravel might be provided by the owner if needed. Pickering Street accidentAn email had been received about an incident where a young child shot out of an alley on her bike into the path of a car, despite a bollard at the entrance of the path. Itwas agreed to raise concerns to see if further options could be considered. After discussion itwas agreed that no further action would be taken for the moment. A229 junctionAn email had been received advising that the hatching markings seemed to deter parking. Neighbourhood plan Cllr Jim Andrew said the consultationwaswell underway with
