Davis said he simply wants the lengthy rule explained in lay terms and is looking to get an explanation and an idea of what this means to his operation. “I wish I understood what they are really asking for,” Davis said. “Tere will be some rule in regards to the oil we’re going to use. to keep his fleet of 600 diesel buses up to date. He said the fuel economy standard is also of particular interest to him. “We’d love to have better fuel economy,” he said, describing Henrico as a large suburban county district. “We burn about one million gallons of diesel fuel a year.” He added that he would like to know if the new emis- sions standards will cause manufacturers to change the design of their engines, which could have an impact on the cost of the bus and its maintenance. He said this ranges


from the frequency of the maintenance or repair and the expenses associated with those repairs. “Tese are questions only the manufacturer can answer,” Davis said. “Te fuel efficiency standards can also change the bus design. We’d like to know this because the cost of the bus increased significantly after the 2009 rules went into effect.” Increased maintenance was an unforeseen conse- quence that blindsided the transportation department in the Longview Public Schools in southwest Washington state during Phase 1.
