The settlement is the result of an investigation of complaints by the Jus- tice Department. PROVIDENCE, R.I. (AP) — Scientists trying to figure out the reason why a mysterious beach blast that sent a woman flying into a jetty are now pursu- ing a specific cause, Rhode Island's top environmen- tal official says, but she isn't disclosing their theo- ry until testing is finished. Department

of Envi-

ronmental Management Director Janet Coit ini- tially thought the mystery might never be solved. Now, she's optimistic it will be, saying scientists have "narrowed it down." "It's looking like we will either know, or have a very good theory," she said. A Waterbury, Connecti- cut, woman was thrown

"People with disabilities who travel must be able to count on getting the ac- cessible cabin they reserve and the cruise lines must provide equal access to the choice of amenities and at- tractions that passengers expect from a major cruise company like Carnival Corporation," Vanita Gup- ta of the Justice Depart- ment's Civil Rights Divi- sion said in a statement. The government said Carnival cooperated with the investigation.

Roger Frizzell, a spokes-

man for the cruise com- pany, said in an email that Carnival has historically met the needs of all its guests and "will continue to do so with even more enhancements

Scientists began looking at whether the soil is suit- able for gases or chemicals that can cause explosions, such as hydrogen and methane.

The scientists are still assessing the sediment samples, Tom Miller, the coordinator for the scien- tific team, said Thursday. He said they're sending their conclusions to other scientists as part of the peer review process, to en- sure that the conclusions they are drawing are sci- entifically

Under the agreement: nForty two existing ships, and seven ships in various stages of design and construction, will be surveyed and retrofitted to comply with ADA regu- lations. Accessible cabins will provide a range of fea- tures, including features for guests with hearing impairments. nThree percent of the cabins on 49 ships will be accessible according to three levels of accessibil- ity: fully accessible cabins, fully accessible cabins with a single side approach to the bed and ambulatory accessible cabins. The re- maining 13 ships will be subject to possible remod- eling if they continue to be in service in U.S. ports four years after the agree- ment is entered. nCarnival will provide

specific ADA training to employees and managers. nReservations

will allow individuals with disabilities to reserve ac- cessible cabins and suites. nCarnival will appoint

an ADA compliance officer at the executive level.

Three scientists from the University of Rhode Island Graduate School of Oceanography, graduate students and a technician have made the project a priority, added Miller, the director of administra- tion at the oceanography school.

Coit said she speaks with the team several times a day and she ex- pects to have some con- clusions to share by next week. "We're going to make sure that when we say it, it has been corroborated and we have clear evi- dence," she said. "We're not at that point

yet."
