DRUG SCREENING Federal Marijuana Legalization Bills Introduced


Two congressmen from two states where marijuana is already legal under state law filed separate bills to legalize marijuana at the federal level. Rep. Jared Polis (D-CO) introduced a bill that would allow states to legalize marijuana without fear of federal intervention, while Rep. Earl


Blumenauer (D-OR) introduced a bill that would tax marijuana at the federal level, in addition to any state taxes. "As more state marijuana legalization laws come on board it's increasingly important for federal policy to catch up," said Tom Angell, chairman of Marijuana Majority. "The Obama administration's enforcement approach over the past few years has created some room for Colorado andWashington to implement their laws and show the world that legalization works.‖

A man from Ohio has been found guilty of selling fake urine to help employees beat mandatory drug tests. Many American companies carry out regular, mandatory urine tests on staff members as part of a zero-tolerance attitude to drugs. A positive test can result in dismissal. David Neal started selling products in 2006 through his herbal tea shop that were designed to help people fake urine tests. He will be charged in May and could be sent to prison for up to six years and face a fine of $130,000. In relation to the fake urine, he was found guilty of conspiring to defraud the United States. He was also charged with introducing and selling misbranded drugs.

There is a new drug trend that is currently sweeping the country and is overwhelming college campus law enforcement, safety officials and administrators. The term for it is ―dabbing,‖ but at street level it is referred to as using marijuana wax, oil or concentrates. Marijuana concentrates are the extracted resins from green leafy marijuana, which can raise the THC content from the standard street-level 15% THC to 60-80% THC. Once packaged, this product can simply look like a small portion of wax, making it difficult to identify. Additionally, the method of ―dabbing‖ production has led to explosions, which have caused injuries and deaths.

AUSTRALIA:


Homicide in Australia, 2010–12 A total of 479 incidents of homicide were recorded in Australia throughout 2010–11 and 2011–12. A similar number of incidents were recorded in each of the two financial years, with 236 incidents recorded in 2010–11 and 243 incidents in 2011–12 (see Figure 1). From


these incidents, 532 offenders were identified and 511 victims were killed. Both the number of victims and offenders is greater than the number of homicide events, due to the fact that incidents may involve multiple victims and/or multiple offenders. Across 2010–11 and 2011–12, there were 83 (17%) homicide events involving multiple victims and/or offenders. At the time of reporting, a total of 34 incidents did not have an identified offender.


The homicide rate has continued to decline (see Figure 2). For the most recent year of data (2011–12), the rate was 1.1 incidents per 100,000. This is the lowest homicide rate since the NHMP data collection began in 1989–90. Over the same time period, there has also been an overall decrease of approximately 21 percent (n=307 cf 243) in the number of homicide incidents (see Figure 1).
