County report KCC Cllr Eric Hotson spoke about the schemes he had funded recently within the parish – the footpath construction next to the primary school andHGVsignage for Brishing Lane. He added that he would also be contributing about £3,800 towards the cost of reconstructing public right ofway KM109 between The Quarries and Brishing Lane. He had aended a meeting at the village hall regarding the poor bus service in the area. The clerk confirmed that Arriva had not responded to the parish council since this meeting and she would be chasing this up.


Meetings Cllr Hotson suggested that a small group of councillors and the clerk meet with him every two months to discuss issues affecting the parish. The clerk would arrange a date for the first meeting. Police PCSO MaWilliams reported there had been five crimes in the previous two months – four thefts and one shed break-in. StorageAsecure cabinet would be purchased for the parish office for storage of radios and other items. Allotments Cllr Michelle Slater had carried out a leaflet drop to the whole of the north ward, advertising vacant allotments. As a result, most plots had now been let to new tenants. Recreation ground The groundwas now being used by a football club atweekends and negotiationswere ongoing regarding use by a rugby club.Aquiz night and boot fairwere planned to raise further funds. NeighbourhoodWatch ChristineWallace had stood down as NeighbourhoodWatch co-ordinator for Boughton Monchelsea. Vicar Members noted that the Vicar of St Peter’s Churchwas to retire after many years.Agift of £200 would be presented by the parish council. Footpaths Problemswere reported with footpaths KM59 and KM69 but these paths were in Loose, not Boughton Monchelsea. School Cllr Angela Whybrow noted there were highway drainage problems next to the railway bridge near Invicta Grammar School and girls from the parishwere geingwet on theirway to school in the morning. The clerk would report this to KCC.


Broomfield and Kingswood


Neighbourhood planAsmall petitionwas submied to the parish council regarding the proposed building of houses as part of the neighbourhood plan. Itwas submiedwell outside the public consultation period, which finished on July 8. Itwas apparent that some signatorieswere not valid because theywere from people not on the electoral roll of the village and some residents had questioned whether the heading of the petition had been changed. Further clarification had been sought from the initiator. However, despite these considerations, the parish council pointed out that since the proposal related to the preparation of a neighbourhood plan, there would eventually be a properly-constituted public referendum at which all residents on the electoral roll would have the opportunity to vote on the proposal. It should also be noted that, having listened to representations from residents during the consultation period, the neighbourhood plan had already reduced the number of houses. Designscape had submied the amended plan to Maidstone Council andwas awaiting

a response with a date for the next meeting. The landowners had been contacted with the amended proposal including an illustration. Nigel Edmed spoke to councillors with ideas of revisions for the neighbourhood plan. It was agreed that these would need to be discussed further with the consultant. Sports field The clerk had contacted Derek Morgan of Morgan Timber with a request to consider supporting the parish council with an application for a designated footpath to the sports field from the bridleway in CharlesfordAvenue. He agreed to meet with councillors. Ma Hendy confirmed there were no plans for the sports field in the foreseeable future. Emergency planning Cllr Clarke suggested that the parish council should create a list of vulnerable people in the village, should an emergency arise. While thiswas generally considered to be a good idea, the practicalities needed investigating. He would report to the next meeting. The clerk would also investigate any procedures that neighbouring parishes may have in place that may assist. Peter Pease Close Despite a meeting at Maidstone Council and assurances from Andrew Connor of the council and Suzanne Prothero of Orbit, further information that was required had not been forthcoming. The clerk had been notified that the purchaser of number 7 had now withdrawn due to difficulties and delays created by Orbit, and also that a local residentwas interested in purchasing the property. Orbit would be notified that the parish council could agree with the local connection, which should hopefully see the flat purchased with no problems after two and a half years of wrangling. Itwas agreed with Maidstone Council and Orbit to expand the area of the section 106 agreement to include Suon Valence and Chart Suon. Memorial garden The memorial garden at Peter Pease Close had been given a makeover, with a fence enclosing the area and a plaque on the fencing. It had also been replanted and would look beer once the plants had become more established. Gravelly Boom RoadWater running down the side of Saddlers had been reported to the KCC drainage team. The boom section of the road would be closed to clear vegetation, mud and debris so that the gullies and drain covers could be checked.


Chart Suon


Public session Several parishioners spoke regarding the continuing issues with parking on Chart Hill Road. Parishioners have had problems geing into/out of their driveways and at times the footpath had been unstable due to cars parked on it. One parishioner had recently met with the police in this regard, which resulted in several people having to move their cars. Yellow lineswere suggested. However, CllrWaring reported that yellow lines had been requested in the past butwere refused as therewere no resources to enforce them. Cllr Forknall had spoken to the café owner asking staff/customers to use the village hall car park but itwas rarely used. One parishioner said there used to be a sign directing people to park in the village hall car park but the signwas no longer there. Cllr Underdown agreed to speak to the owner about geing this sign reinstated. Parishioners suggested a no parking sign on the grass verge. Itwas


reported that the GreensandWay footpath at Ladds Court had been rued by tractors and that the verge along Chart Road had been worn away by large vehicles and therewas now a sheer drop about 10 inches from the road. The clerk would report these issues. Parking debate fater public session After the public session, members considered a sign to deter parking across the footpath. It was agreed to buy a no parking sign but this was put on hold pending a response from KCC Cllr Eric Hotson/Kent Highways. PCSO Members noted the resignation of PCSO MaWilliams to enable him to train to become a police officer.Areplacement was not due until March. Vacancy Robin Jullwas co-opted to fill the vacancy on the parish council. Marsham Crescent Members considered the request for a cul de sac sign for Marsham Crescent and MercerWay.Avehicle had driven along Marsham Crescent and rather than use the turning circle, had driven across the front lawns of two of the properties. It had also become apparent that driverswere using these roads thinking that theywere a potential cut through toWarmlake Road. The clerk would contact borough Cllr Steve Munford, requesting two cul de sac signs. Tree Members discussed the dying tree on the village green and considered a quote of £250 plus VAT from Aspen Tree Services to remove it. Itwas agreed that the stump should be taken off at 3ft and that the quote be accepted. Village hall Hire charges for the village hall were to increase from £6.50 to £7 an hour from January. Grounds maintenance Itwas agreed to accept Landscape Services’ quote for 2015 for the annual rounds maintenance contract.


Coxheath


Lights The Christmas lightswere switched on at a ceremony outside Holy Trinity Church. Mulled wine and mince pieswere provided. Residentswere also able to nominate the best dressed shop window in the village through the parishwebsite. Planning The parish council agreed to proceed to take the Coxheath neighbourhood plan forward to independent examination and a local referendum, in consultation with Maidstone Council without delay.An application for assistance with this process would be made to Locality. Budget The parish council set its budget for 2015/16, resulting in an annual precept of £60,350, equating to an increase of less than £1 per annum for a bandDproperty. Traffic calming Therewas still a number of outstanding issues to be resolved with Kent Highways Services over the Heath Road traffic calming scheme. Itwas planned that the parish council and highways representatives wouldwalk the scheme to agree the necessary actions. Undergrowth Actionwas in hand through KHS to clear the undergrowth from beneath the hedgerows overgrowing the footway on the north side of Heath Road between Park Way and Linton crossroads. Annual meeting Subject to availability of the village hall, the annual parish meeting would be held on Tuesday, May 12.
