Councillor vacancies Cllr Alison Edwardes had resigned from the council and there were two vacancies. The parish council thanked Alison for herwork. Anyone interested in becoming a councillor should contact the clerk. Lighting trial No complaints had been received. The light outside Manor Farm had been removed but the lower part had been retained as a footpath way marker was aached. Grass cuingAquote had been received from another contractor for cuing the grass on the playing field, but as it was more expensive it was decided to keep the current contractor. Councillor Joneswas to write to the contractor. Footpath maintenance The strimming had been done and the council thanked Beau Ballard. Village green Maintenancewould be done in the autumn, aswell as filling and re- seeding two depressions in the turf. Neighbourhood plan Regarding the use of MOSAIC, Cllr Nichola Carr said there might be a funding opportunity to help pay the cost of producing a neighbourhood plan. Itwas decided to apply for the funding initially, which had to be used by the end of 2014, and to seek advice from other parishes in the process of producing a neighbourhood plan. Notice board This had been refurbished and Cllr Bowringwas looking into magnetic backing for the noticeboard near the allotments.Aquote for annual maintenancewas awaited. WorldWar I Issy Whatrup gave an update on the commemoration project. The booklets had been printed andwere available to buy at £1. All profitswould go to the British Legion. Issy thanked the council for funding the printing and she was congratulated on her achievement. Kent Highway Services Most of the work requested had been completed. The council waswaiting for the quote for repainting the finger post. The clerkwould write to John Reynolds to thank him for organising such prompt action.


Detling


Neighbourhood plan The clerkwas progressing a meeting with Protect Kent representative Brian Lloyd. Church Lane KCC Cllr Jenny While reported on Church Lane and a complaint from a resident regarding the quality of the resurfacingwork. She reported that this had not been undertaken to a satisfactory standard and as a result a further closure had taken place and the work redone. The drainageworkwas to be progressed from August 4. Scragged Oak Road Thiswould be closed for twoweeks from September 8 for carriage and drainagework. White HorseWoodAdiscussion took place regarding this and future plans for the Thurnham Castle site. A249 Cllr Whilewas still awaiting correspondence from the A249 Action Group to progress the possible reduction in the speed limit along the road. Police report PCSO Jim Stevens reported that anti-social behaviour at the aerodrome estate had dramatically decreased due to work undertaken by the police in the area.

NeighbourhoodWatch The parish council would like to see the scheme restarted if possible. PCSO Jim Stevenswould promote this and aend the parish council’s open day in September to seek new volunteers. Banking Itwas formally agreed that the parish councilwould progress with the opening of a new bank account with HSBC. HorishWood Members agreed that itwas the parish council’s priority to have the woodland reinstated and a meeting with solicitorswould be arranged. Poppies The village planter had been filled with poppy seeds. TreeAtree near East Court Coages had fallen down. The clerkwould liaise with the contractor Clarendon Homes as itwas understood it was still responsible for this triangle of land. Parish open day Quoteswere being sought for flyers for this event.


Hollingbourne


Aer school club The club started in June, operating from 3.30pm to 5.30pm. Green The Millennium Green would be insured through the parish council insurance.Arisk assessmentwould be carried out and then the application for insurancewould be made. Lighting The chairman thought that the parish council had had a rough deal regarding the street lighting. The council had been promised one year’s funding for street lighting for 2013/14 but this had not been paid. Discussionswere continuing on the funding of the lighting. Crime report There had been two reported crimes in the previous month – the of a wallet at the M20 Junction 8 services and the of jewellery in Eyhorne Street. Trees Quoteswere being obtained for surgery for various trees surrounding the Cardwell Pavilion. School KCC Cllr Jenny While reported that 90 applicants had listed Hollingbourne Primary School as their first choice but only 15 placeswere available. The edge of the catchment areawas only 2.7 miles away. The borough councilwas writing to planning authorities regarding housing developments within the village. There were simply not enough places within the school to supply education to extra children. To serve 40 extra properties would be impossible. Therewas not enough room at the school to erect temporary classrooms and it would not be in keeping with the style of the establishment. Call for sites Borough Cllr Daphne Parvin addressed the parish council’s concerns about Maidstone Council’s additional call for housing sites. She said all concerned residents should contact the planning department.


Leeds


Annual meeting Cllr Gill Fortwas elected chairman and John Gove as vice- chairman. Highway issues Consultation to reduce the weight limit on the B2163was being carried out. If there were more than five objections the proposal had to go to the Joint Transportation Board for consideration. Parishioners should send their views to Andy Corcoran at KCC

Forge Lane The contractors had filled the grass verges with hardcore which meant the grasswould not go back. Cllr Cookwas to get this remedied. Police report From April 2013 to November 2013 there had been 11 crimes, mainly related to the. Since November 2013 there had been nothing. This coincided with the closure of the main road. Itwas concluded that crimewas carried out by opportunistic passers-by. Playing fields The tennis courtswere being cleaned and new netswere being installed. Therewere concerns about the integrity of the playing surface, which might need to be renewed. The possibility of a loery grant was being considered. The council was trying to get a grant to update play equipment. Pavilion Repairswere being carried out to broken windows and the main doors. Dra local plan The council had responded to the plan and the response was on the villagewebsite. The council had always objected to Maidstone Council’s proposed development to the south and east of Maidstone on the basis of lack of infrastructure and without a Leeds and Langley bypass the traffic from these areas would use the B2163 to reach the M20. The KCC proposalwas to disperse the development and build 250 houses in Leeds, whichwould help to fund a new single carriageway road around Leeds re- joining the B2163 in Langley. The route would be to the east of the village, a route voted for by parishioners in the referendum. Website Thiswas up and running and contains lots of information. Lenham


Parking Mr Long presented photographs identifying a shortage of parking provision at Lenham railway station. Hewas concerned that if extra developmentwas implemented, thiswould exasperate the already overcrowded situation. Further discussionwas due to take place at the neighbourhood plan public exhibition on July 26. Vacancy Mr Culver introduced himself and showed an interest in being a parish councillor as therewere still two vacancies. Crime report PCSO Dave Rowley reported there had been nine crimes throughout June. Councillors highlighted concerns about the slow response time to incidents in the village. Booklet Communitywarden Martin Sherwood had delivered a booklet concerning electrical safety. Copieswere available at the library and it would be on the parishwebsite. CCTV Downloading training for the PCSO, communitywarden, and Cllrs Jackson and Osbornwould be organised with the company which installed the CCTV. Therewere concerns of anti-social behaviour involving smashing glass and liering the skate park area at theWilliam Pi field whichwould need further investigation.
