Stadium’s £2.2m overhaul is given councilguarantee
TORFAEN County Borough Council will act as guarantor on a loan for redevelopment works worth £2.2million at Cwmbran Stadium, on behalf of Torfaen Leisure Trust. Approval was given for the re- quest from the trust, which took over responsibility for deliver- ing leisure facilities in the bor- ough last year, by senior council- lors in cabinet. The trust – run by a board of nine independent trustees and two Torfaen coun- cillors – will be responsible for making the repayments over 15 years. It was said at the meeting that
it had failed to secure favourable rates from banks because it has no credit history. The report said: “The trust has approached the council to request that, in the same way it guarantees the Pensions Ad- missions Agreement, would it also guarantee the underlying financing arrangements for the proposed capital development programme.” The stadium redevelopment includes a new 3G pitch and an

indoor climbing centre, a ton- ing suite and a new fitness suite. The current reception area will also contain a coffee shop. Risks were said to include the trust defaulting on the repay- ments, but this was said to be “minimal”. Cabinet members said the pro- ject was an example of the ben- efits from handing over leisure facilities to the trust. Councillor Anthony Hunt said: “The trust is providing a viable future for leisure services in the borough. I think the coun- cil needs to support the trust and help it flourish in its early years.” Cabinet chairman Cllr Bob
Wellington said: “This is the first money to be spent on sports facilities in Cwmbran for many years.” Leisure trustCEOSallyChurch
said when the stadium make- over was announced: “The trust is investing despite the current financial climate and signifi- cant spending constraints. It gives more people more oppor- tunities to be active.” But concern has been raised
by some users of the current facilities, who fear the changes will force a loss of national com- petitions at the stadium, which has hosted some of the biggest names and events in athletics.
