Join the Fight—Oppose H.R. 499 and H.R. 1523 DATIA is seeking opposition on two bills in the House of Representatives: H.R. 499 and H.R. 1523. Tese bills would decrimi- nalize marijuana at the federal level and would leave to the states the power to regu- late marijuana. Passing such a bill would compromise the safety of all U.S. residents who use any form of transportation. To assist members in opposing these
two bills, DATIA has prepared leters that members can customize and submit to their congressmen with a click of a buton.

New FTA Rule on Alcohol and Controlled Substance Testing Reflects Recent Amendments Te Federal Transit Administration (FTA) issued a final rule to revise sections of the Alcohol and Controlled Substances (D&A) Testing regulation to reflect recent amendments to the law. Te final rule also includes technical corrections to the D&A testing regulation to more clearly explain existing compliance requirements, update regulatory terms, and remove repealed statutory provisions. Because this rule merely implements a statutory provision without agency interpretation, the FTA
finds that public comment is unnecessary under the circumstances. Specifically, this rule amends 49 CFR
part 655 to implement 49 U.S.C. 5331(g) (2), as amended by § 20022 of the Moving Ahead for Progress in the 21st Century Act, Public Law 112–141 (2012) (MAP–21). Te new legislation provides the Secre- tary of the Department of Transportation (DOT) with the option of barring a recipi- ent from receiving federal public transpor- tation funds, in an amount the Secretary considers appropriate, for noncompliance with FTA D&A regulations, which are codified at 49 CFR Part 655. Tis author- ity is delegated to the FTA Administrator pursuant to 49 CFR Part 1.91. Tis final rule became effective on
