Russia postpones TIR exit again

Russia’s Federal Customs Service has again postponed a plan to leave the TIR system for road transport, this time to 1 December. The announcement came just one day before it was due to carry its threat to exit the bonding scheme on 14 September. However, TIR will be withdrawn
for the Siberian and far east customs region 14 September. Russian Customs had already
threatened to leave the TIR system in mid-August in a dispute over an alleged 20 billion roubles-worth of duty (about £400 million) owed to it by the Association of International Road Carriers, which issues TIR carnets in Russia. However, in a last-ditch attempt
to change the authorities’ minds, International Road Transport Union president Janusz Lacny took the issue to the top, writing to Russian President Vladimir Putin asking him to reconsider and pointing out that withdrawal of TIR facilities within Russia would also have serious repercussions for Russian hauliers, who would themselves be prohibited from using TIR carnets abroad. Russian customs had already
faced major pressure from numerous
foreign business
interests, including the Association of European Businesses (AEB), alarmed at the thought of road freight in and out of the country being brought to a virtual standstill. The AEB suggested postponing withdrawal by six months, with the Customs service eventually agreeing to just a one-month delay. Other international including
organisations, the forwarders’ associations umbrella
body CLECAT have also raised concerns. In a letter to the Russian Minister of Foreign Affairs on 31 July it warned that there could be serious disruption of EU – Russia trade through unnecessary delays at borders and increased costs due to the high price of national guarantees. EU Taxation and Customs
Commissioner Algirdas Šemeta has also sent a letter to the Russian Customs chief asking Moscow to reconsider, pointing out that it would be in breach of the TIR Convention. Finnish-based Russian
transport specialist Nurminen Logistics said that road freight could, aſter all, be delivered to most parts of Rusia as normal. If Russia had carried out
the EU in the autumn, which observers say has displeased Moscow which sees it as a move to bring Kiev out of its sphere of influence. For the latest update
