Philadelphia City Council President Darrell L. Clarke has released the following statement on the passing of Happy Fernandez: “Happy Fernandez had a personal- ity and a heart befitting her name. My sadness at her passing is tempered by knowing her unique, sunny idealism has inspired count- less others.
“I first came to know Happy when she was a Councilwoman and I was one of a crowd of young, anonymous staffers. Coun- cilwoman Fernandez was always generous with her time and attention. Notably, she took the trouble to learn our names and always had a kind word.

Phila., was recently appoint- ed to serve on three House committees: Commerce, Professional Licensure and State Government. House
Democratic Leader Frank Dermody, D-Allegheny, also appointed Sims as Demo- cratic chairman of the State Government Subcommittee on State-Federal Relations and Democratic secretary of the Commerce Committee. The Commerce Commit- tee evaluates legislation in- volving the banking indus- try and financial services in- dustries. The committee has oversight of the Department of Banking, Department of Community and Economic Development, Pennsylvania Housing Finance Agency, the Securities Commission and the Pennsylvania Indus- trial Development Authority to ensure that Pennsylvania stays competitive in a world marketplace. The commit- tee reviews bills that control interest rates, wage and em- ployment issues, and more. The Professional Licen-
sure Committee reviews bills that pertain to positions requiring licensing for quali- fied employees and busi- nesses. The scope includes businesses as diverse as fu- neral homes and cemeteries to auctioneers, pharmacists and beauticians.
The House State Govern- ment Committee reviews legislation on issues rang- ing from voting and elec- tions to campaign finance reform, the Right-to-Know Law, the Sunshine Act and the Procurement Code. It oversees the departments of State and General Services, and the Pennsylvania Hu- man Relations Commission, as well as the Governor’s Office, State Athletic Com- mission, Independent Regu- latory Review Commission, Joint Committee on Docu- ments, the Public Employee Retirement Commission, State Employees’ Retirement Commission and the Penn- sylvania Public Television Network.
State Rep. Michelle Brownlee, D-Phila., has
been appointed to serve on the Appropriations, Chil- dren and Youth, Human Services, Urban Affairs and Policy House committees for the 2013-14 legislative session. Further, Brownlee will serve as Democratic vice chairwoman of the Chil- dren and Youth Committee, subcommittee chairwoman for education within the Appropriations Committee, subcommittee chairwoman for drugs and alcohol within the Human Services Com- mittee and subcommittee chairwoman for cities and counties of the first class within the Urban Affairs Committee. Brownlee said the assignments will allow her to address important issues facing her constitu- ents in the 195th Legislative District. There are 28 standing committees in the state House. The committee sys- tem allows legislators to assess and amend legisla- tion and evaluate important issues before bringing bills to the full House for a vote. The Appropriations Com- mittee meets regularly while the House is in session to consider fiscal-related mat- ters and conducts budget hearings each spring to review and evaluate the Governor’s Executive Bud- get proposal. In accordance with House rules, the com- mittee also evaluates leg- islative proposals for fiscal implications prior to voting a bill out of the House. The Children and Youth Committee reviews bills pertaining to the youngest residents of Pennsylvania. The committee reviews bills, which affect the Office of Child Development and Learning and the Office of Children, Youth and Fami- lies under the Department of Public Welfare. The Human Services Committee reviews bills pertaining to social service issues in Pennsylvania. The committee reviews the Of- fice of Mental Health and Substance Abuse Services,
