OSHA Investigating Western Psych Shootings as Workplace Safety Matter
A federal Occupational Safety and Health Administration (OSHA) official said the agency is investigating the recent shooting at Western Pennsylvania Institute and Clinic of UPMC in Pittsburgh to determine whether the facility used the correct safety procedures on the day of the shooting and whether the shooting was an act of workplace violence. OSHA's area director, Robert Szymanski, said the investigation began the day after John Shick killed a Western Psych employee and shot and wounded five others. University of Pittsburgh police officers then shot and killed Shick. OSHA has yet to discuss the findings of its investigation. Investigators on the case will be looking into what policies, preventative measures, general practices and safety assessments the employer has taken and whether there were any recognizable hazards.

How to Integrate Security into Healthcare Construction
Getting the security department to the table at the beginning of any construction or renovation project can be a constant struggle for security managers. Having a well-documented set of best practices for how to integrate security into design and architectural discussions is a powerful tool, which can demonstrate how including security early can reduce future risks and save money in the long run. The International Association for Healthcare Security & Safety recently released, "Security Design Guidelines for Healthcare Facilities,” which are specifically tailored to various health care-related construction or renovation projects. Evelyn Meserve, executive director of IAHSS, says including security from the outset is advantageous because, “it allows health care facilities to better integrate security technology into the design, which will reduce future risk and save money.” The guidelines are available to IAHSS members and non-members may request the guidelines for free until May 31, 2012.

An investigation by the Chicago Tribune has uncovered that the majority of colleges and universities in Illinois are in violation of a law requiring them to have emergency response plans on file with the state. After a shooting incident at Northern Illinois University in February 2008, state lawmakers created the Campus Security Enhancement Act, which required institutions of higher education in the state to prepare emergency response plans and file them with the state by January 2009. According to the Tribune's investigation, only 66 of the state's 185 schools have done so. The newspaper reported that several factors likely contributed to the majority of schools being in non-compliance including: no state agency is responsible for reviewing the effectiveness of the plans, $25 million in funding to help schools comply never materialized, the law's wording is unclear; and the law lacks an enforcement mechanism.

According to results from the 2010 National Intimate Partner and Sexual Violence Survey, 1 in 6 women (16.2%) and 1 in 19 men (5.2%) in the United States have experienced stalking victimization at some point during their lifetime in which they felt very fearful or believed that they or someone close to them would be harmed or killed (National Intimate Partner and Sexual Violence Survey: 2010 Summary Report, Centers for Disease Control and Prevention, November 2011).
