MoDOT MCS Receipts Grow Eight Percent
MoDOT Motor Carrier Services’ fiscal year-end report provided a sign of economic recovery. Collections for the Missouri highway fund grew by $6.25 million, an 8.3 per- cent increase compared to last year. In FY 2010, MCS col- lected $75.3 million. This grew to $81.6 million in FY 2011.
The amount that MoDOT MCS collects is based largely on the number of miles carriers travel in our state.
A $6.25 million increase means that MoDOT is able to:
n Prevent catastrophic crashes by installing 56 miles of new high-tension guard cable, or
n Smooth 6.25 miles of interstate or 7.35 miles of a major highway with almost four inches of asphalt, or
n Improve the highway system by replacing eight small, inefficient bridges, or
n Increase visibility by painting 695 miles of two-lane in- terstate with lane edge and center striping, or
n Save lives with 463 miles of rumblestripes, or n Pay for the utilities, supplies, salaries and benefits of all Motor Carrier Services employees for a year!
Household Goods and Passenger Other than Charter Carrier Law Bill Vetoed
Changes are coming to the regulation of household goods and passenger other than charter carriers.
House Bill 430, which addressed transportation issues, including updates to household goods regulations, was passed by the Missouri Legislature this year. It was vetoed by Gov. Jay Nixon due to unrelated billboard provisions.
In the meantime, a lawsuit challenging elements of Missouri’s household goods regulations makes its way through the state court system.
For now, household goods carriers and passenger other than charter carriers must continue following existing rules. However, we hope to build on the outstanding teamwork exhibited by industry representatives this year and find sponsorship for a similar bill in the 2012 legisla- tive session. Through the legislative process, the house- hold goods industry could once again have an opportu- nity to shape the change to household goods law rather than having it imposed by the judicial system.

December 1 Payment due for carriers whose plates expire Dec. 31– after today, a late pay penalty will be assessed and carriers will not be able to obtain temporary vehicle registration in 2011.
Apply for 2012 UCR to ensure registration is complete by the start of 2012.
5 Interstate carriers who have not received 2011 IFTA licenses and decals by this date should contact MCS for assistance.
26 Christmas Holiday – All MoDOT offices closed OSOW - No movement from 12:00 noon 12/23/11 until 12/26/11.
31 2011 Blanket OSOW permits expire
January 1 Enforcement of 2012 UCR expected to begin. 2 New Year’s Holiday - All MoDOT offices closed 16 Dr. Martin Luther King, Jr. Day - MCS available by phone and online. Doors to our office and those of other MoDOT and State offices closed.
