and the target of a BREEAM rating proved a winner with the local authority at planning. “There are no particular conditions placed on the design or
approval,” adds Howard. “Colchester Borough Council are very supportive of the innovative design and its environmental features and the design ethos is based around patient care and providing the best possible therapeutic environment to aid patient outcomes.” Patients, carers and staff were all involved with KLH during
the design process, attending workshops and having input into the project from the external appearance to interior design,
furniture, courtyard and garden designs, and lighting. The overall value is put at around £9.6 million, with the con-
struction costing around £6.5 million. Of that total, a third of the cost – an estimated £2 million – comes from the mechanical and electrical services and installation, which includes a building management system designed by consultants Atkins. Led by senior building services engineer James Bourne,
Atkins’ Colchester office were brought on board early on in the project as part of the pledge to achieve the BREEAM rating and
keep CO2 emissions to a minimum. By being involved during the early stages, Atkins was able to
demonstrate what was achievable, the associated costs and the continued on page 26
