Non-structural Carbohydrates (NSC) level should be less than 12%. To calculate this number from the hay analysis report, add %WSC + %Starch. If the hay has too much NSC (starch and sugar, basically), then eating it free choice would provide too many calories and the horse will not be able to lose weight.
Second, slow down feeding of hay by using one of the many slow-feeders available. Take your time in getting your horses adjusted to this new feeding method. If you start too quickly, it will cause frustration and that leads to cortisol release (stress hormone) which then causes fat storage.
Finally, try scattering hay piles in as many places and as far away as possible. Tis encourages your horses to move to get their hay. And any movement is helpful in not only burning calories, but in keeping the digestive system moving and healthy.
[Editor’s Note: My Arab/QH/POA is thriving on this 24/7 regimen, after 20 years of carefully rationed hay feedings because he’d get so fat. He’s actually lost weight having unlimited access to hay now, just as Dr. Getty indicated. If I hadn’t seen it with my own eyes, I wouldn’t have believed it! EH]
